HASTINGS HERITAGE PRESERVATION COMMISSION <br /> <br />MINUTES OF MEETING OF DECEMBER 9, 1996 <br /> <br />1. Roll. Commissioners Thorsen, Coutu, Sctmirring, Anderson, Simacek, Sovik-Siemens present; <br />Smith absent. Chairman Coutu called the meeting to order. <br /> <br />2. Minutes of November 4, 1996 Mr. Thorsen moved and Mr. Schnirring seconded approval as <br />printed; motion carried. <br /> <br />3. Bills. Mr. Schnirring moved and Mr. Thorsen seconded approval as printed; motion carried. <br /> Hastings Star Gazette - $17.40 - ordinance notice <br /> same - $10.94 - hearing notice <br /> same - $15.41 - hearing notice <br /> St. Paul Stamp Works - $13.80 - name plate <br /> <br />4. Staff & Committee Reports. <br /> <br /> Barker House. The city received two offers, both proposing a passive preservation of the <br />property, without making major changes for occupancy or reuse. City will meet with proposers. <br /> <br />5. Review of building permits or design proposals. No applications on hand. <br /> <br />6. Unfinished business. <br /> <br />Committees and Commission organization. Deferred to January. <br /> <br /> Two new positions. Ms. Anderson moved and Mr. Thorsen seconded recommending the <br />appointment of David Warg to Council for a three-year term to fill one of the two new positions <br />authorized by Ordinance amendment. <br /> <br />7. New business. <br /> <br /> Discuss 1996-1997 preservation planning project with consultant The work plan agreed <br />upon by consultant (Carole Zellie) and commissioners: <br /> By February meeting: Boundary documentation - Zellie; Guidlelines response - commission. <br /> By April meeting: National register nominations and local designations - Zellie. <br /> By June meeting: Zoning and ordinance amendments, mailing to residents, workshop for <br /> residents, Council hearing. <br /> <br />Consider 1997-'1998 CLG Grant application: no action. <br /> <br />8. Adjournment. <br /> <br /> <br />
