ItASTINGS I~ILWAGE PRESERVATION COMMISSION <br />MINUTES OF MEETING OF SEPTEMBER 9, 1996 <br /> <br />1. Roll Commissioners Coutu, Schnirring, Simacek, Thorsen, Smith and Anderson present. <br /> <br />2. Minutes of August 19, 1996 Mr. Schnirring moved and Mr. Simacek seconded approval as <br />printed; motion carried. <br /> <br />3. Bills. Ms. Coutu moved and Ms. Anderson seconded approval as printed; motion carried. <br /> B.T. Office - $10.91 - office supplies <br /> <br />4, Staff & Committee Reports, <br /> <br />Barker House. City is moving toward transfer of title with Ms. Addison. <br /> <br />5. Review of building permits or design proposals. <br /> <br /> a. Ken Dahl, 205 W. 7th (not registered). Mr. Dahl asked HPC to make a recommendation <br />to the Pla.truing Commission on his variance application for a side and back yard setbacks, to enable <br />him to build a new garage on the site of the old garage. Ms. Coutu moved and Mr. Thorsen seconded <br />approval of this request on the grounds that it would be justified by design considerations which <br />could be included in a historic district which the I-IPC plans to propose, as follows; motion carried. <br /> · Existing street widths should be maintained, along with the pattern of boulevards, trees, <br /> and sidewalks. This would provide a 20' setback from the street (not lot line). <br /> · Garages should be in the backyard adjacent to alleys and replaced on same site if <br /> possible. A universal 20' setback in from of garages may be incompatible with this. <br /> · The main frontage of lots should not be disrupted by new setbacks, curb cuts, <br /> driveways, or garages which are not compatible with the existing appearances. The <br /> potential change to the frontage should be considered when alley vacation is requested. <br /> · Two story structures, including garages, should be accepted as normal in these areas. <br /> <br /> b. Richard Smith & Leslie Atwood, 612 Vermillion (National Register). The permit will be <br />for re-roofing. The proposed shingles will be gray Timberline. Mr. Smith declared possible conflict <br />and abstained from discussion and vote. Mr. Schnirring moved and Mr. Simacek seconded approval; <br />motion carded. <br /> <br />6. Unfinished business. <br /> <br /> Recommendation on new commissioner. Ms. Anderson moved and Mr. smith seconded <br />recommendation of Katherine Sovik-Siemens to Mayor and Council for appointment to January 31, <br />1999. Motion carried. <br /> <br /> <br />
