HERITAGE PRESERVATION COMMISSION <br /> MINUTES OF A SPECIAL MEETING OF JUNE 18, 1996 <br /> <br />1. Roll: Commissioners Anderson, Coutu, Schnirring, Simacek, Smith & Thorsen present. <br /> <br />2. The Chair opened the Public Meeting on Historic District Study. The following summarizes <br />comments made by the public. <br /> <br />Bruce Berut, 222 W. 7th. Generally in favor. How would guidelines differ from the general priciples <br />printed in the paper (Secretary's Standards)? Would any public works be done because of the <br />district? Would taxes increase? <br /> <br />Dan Griel, 705 Vermillion. Would district provide authority to require owners to maintain their <br />property? Would the district have made a difference to St. Boniface? <br /> <br />Leslie Atwood. Keep the spirit of the neighborhood, not picky details. We can have change without <br />sacrificing our heritage. <br /> <br />Jean Schmidt, 114 E 5th. Will a district have any affect on house sales? <br /> <br />Rick Harrington. I own rental property and want to remodel. Are there guidelines for rental <br />property, particularly garages and porches? <br /> <br />Mrs. Stockman, 422. W. 7th. What about vinyl windows and siding? <br /> <br />Carol Schrnid, 316 W. 8th. I am concerned with inappropriate infill construction. <br /> <br />Pam Thorsen. All the churches should be designated so they know we think its important. <br /> <br />Ed Merwin. 320 w. 7th. Opposed to the idea. <br /> <br />Tom Nesbitt. 221 W. 8th. Have to be careful, use guidelines not dictates, and not cause economic <br />hardship. <br /> <br /> 3. Commissioner comments. <br /> <br /> Rick Smith. We are looking for ways to live together, not for regulation for its own sake. <br /> <br /> Erv Schnirring. We are not dictating, we are here tonight to involve the citizens. <br /> <br /> Ann Anderson. Six years on the planning commission convinced me that the zoning code is not <br /> appropriate to preserve the character of old neighborhoods, it was written for 1960s suburbs. <br /> <br /> 4. Adjournment was moved by Mr. Schnirring and seconded by Ms. Anderson; motion carried. <br /> <br /> <br />
