October 30, 2007 ~ ~_~ <br />TO: The Honorable Mayor and Council <br />FROM: John Grossman for the HPC <br />RE: Authorize contract for preservation consultant services <br />Council has approved an agreement with the Minnesota Historical Society for grant <br />funding for a designation study to take place from Juiy 2007 to July 2008. <br />The grant will reimburse $11,000 for a project estimated to cost $23,400. The project <br />budget allows for $ i 9,500 for consultant time and $1,250 in expenses. <br />A match of $9,750 is included in the City's 2007 budget. That portion not used this year <br />will be transferred to the 2008 budget. The balance of the match, $2,600, is staff time <br />and materials. The Minnesota Historical Society makes grant funds available to Certified <br />Local Governments"(Hastings) for preservatian work. The source of the funds is the <br />National Pazk Service of the U.S. Department of the Interior. <br />After advertising and sending requests for proposals to eight contractors two proposals <br />were received. <br />1. Landscape Research. The Hastings HPC has contracted in the past with LR for a <br />context study, a survey, a district designation study and design guidelines. LS also did a <br />local designation project in 1998-1999 which led to the designation of 17 properties. Ms. <br />Zellie and her staff meet the standards of professional qualification for a federally funded <br />program The proposal includes 3 meetings with the HPC plus 2 public heazings. The <br />proposed cost is $19,465 for time and $550 for expenses. <br />2. Pathfinder CRM. Mr. Vogel has worked for HPCs in Cottage Grove, Farmington, <br />Newport, Edina and Eden Prairie among others. He has completed more than 100 local <br />designations. Mr. Vogel meets the standards of professional qualifications_ The proposal <br />includes 3 meetings including public hearings. The proposed cost is $19,500. <br />Professional consulting services are not subject to "low bid" requirements. Both <br />proposals meet the requirements in the Request for Proposals and the State Grant <br />agreement. <br />The HPC recommended that the City contract with Landscape Research LLC because of <br />the variety and quality of work they have already done for Hastings. <br />Recommendation: Authorize the Mayor and City Clerk to execute the contract with <br />Landscape Research, LLC. <br />
