Schutt, Assistant Chief/Fire Marshal jVl<< <br />DATE: August 15,2007 <br /> <br />SUBJECT: Pandemic Flu Plan <br /> <br />Description: <br /> <br />A Continuity of Service Operations Plan for the City of Hastings has been prepared in the <br />event of a pandemic flu outbreak. <br /> <br />Backe:round: <br /> <br />In January 2007, the State of Minnesota Department of Health and the Minnesota <br />Homeland Security and Emergency Management Division collaboratively requested each <br />city to prepare and test Continuity of Service Operations Plan in the event of a pandemic <br />flu outbreak. <br /> <br />A pandemic influenza is a simultaneous or wave-like outbreak of flu. It occurs when a <br />new influenza virus/subtype emerges for which people have little or no immunity and <br />spreads easily person-to-person. A pandemic, such as this, can sweep across the country <br />and around the world in a very short time. <br /> <br />The Center for Disease Control (CDC) estimates that if a pandemic flu outbreak were to <br />occur, it could affect 25-35 % of the population at any given time and 60% of all people <br />becoming ill over the course of event. These estimates could encompass 30% of city <br />staff being ill. <br /> <br />Over the winter and spring, staff met regularly to discuss, plan, and prepare for, in the <br />event of a pandemic flu outbreak.
