<br /> To: Mayor Hicks & Councilmembers VI-3 <br /> From: Dave Osberg <br /> Re: Approve and authorize execution of Subscriber Agreement with Dakota <br /> County Cor use of the Dakota County 800 MHz radio subsystem <br /> Date: ~ay 30, 2007 <br /> Action Reauested <br /> Approve and authorize execution of Subscriber Agreement with Dakota County for use of the <br /> Dakota County 800 MHz radio subsystem. <br /> Back2round Information <br /> By Resolution No. 05-13-05, approved on May 16,2005, the Hastings City Council authorized <br /> the City of Hastings to join the Metropolitan Regional 800 MHz Radio System. By Resolution <br /> No. 05-14-05, approved on May 16, 2005, the Hastings City Council approved the Dakota <br /> Communications Center Joint Powers Agreement for countywide dispatch services. In August <br /> 2006, Dakota County entered into a Cooperative Agreement with the MESB and Mn/DOT that <br /> outlines the rights and obligations of Dakota County as a member of the regional public safety <br /> radio communications system in the metropolitan area. <br /> A formal Subscriber Agreement must be entered into by each local government (city, township, <br /> volunteer fire department, etc.) that will be users of the Dakota County 800 MHz radio network <br /> before they are authorized to use the subsystem. Staff has worked with representatives of Dakota <br /> County in drafting the proposed Subscriber Agreement. <br /> A copy of the Subscriber Agreement is included in attachment A. The Subscriber Agreement <br /> defmes the terms and conditions between the local governments and the County for the use of the <br /> Dakota County subsystem. There are three main features to the agreement: <br /> 1) Subscribers must operate under the rules and policies ofthe MESB and the State <br /> Radio Board; <br /> 2) Subscribers pay a user fee on a per radio basis that is a pro rata distribution of the <br /> operating and maintenance costs incurred by the County and the MESB to <br /> support the Dakota County subsystem and the regional system; and <br /> 3) Other repair and maintenance services will be provided by the County as <br /> requested. <br /> An 800 MHz Policy Work Group has been established by the County for the purpose of making <br /> recommendations to the County Board regarding operating and financial policies for the County <br /> 800 MHz trunked radio subsystem under the terms of the Subscriber Agreement. The City will <br /> have a representative on the Policy Work Group. <br />
