<br />r-~ <br /> <br />Hastings, Minnesota <br />February 10, 1999 <br /> <br />The City Council of the City of Hastings, Minnesota met in a special meeting on Wednesday <br />February 10, 1999 at 1:00 PM in the City Hall Council Chambers, 101 East 4th Street. The purpose of the <br />meeting was to discuss with students from the Third grade at the Kennedy Elementary School a bike helmet <br />incentive safety program. <br /> <br />Members Present: <br /> <br />Mayor Werner, Councilmembers Moratzka, Simacek, <br />Johnson, and Yandrasits <br /> <br />Members Absent: <br /> <br />Councilmembers Riveness and Hicks <br /> <br />Staff Members <br />Present: <br /> <br />Police ChiefWasylik <br />Patrol Officer Mike Munsen <br />City Administrator Dave Osberg <br /> <br />Mayor Werner opened the meeting and invited the students from the Third grade at the Kennedy <br />Elementary School to appear at the podium, to discuss with the City Council the reasons they feel a bike <br />helmet incentive safety program should be implemented in the City of Hastings. <br /> <br />At this time, each of the students from the Third grade at Kennedy Elementary School made brief <br />comments regarding bike helmet safety. <br /> <br />(' <br /> <br />After each student had an opportunity to comment, the owner of the On Track Bike and Ski, Patrol <br />Officer Mike Mike Munsen and Third Grade Teacher Angie Smith each made comments regarding the <br />excellent job the students did, the need for a bike helmet incentive safety and the upcoming bike rodeo. <br /> <br />Each of the City Councilmembers offered comments on the need for a bike helmet incentive <br />safety program, and comment on the excellent job the students did in presenting their information. <br /> <br />Moved by Councilmember Johnson, seconded by Councilmember Yandrasits, to direct Staff to <br />prepare a Resolution for the City Council to consider that would establish a bike helmet safety incentive <br />program to be administered by the Hastings Police Department. <br /> <br />All Councilmembers voted in favor of the motion. <br /> <br />Moved by Councilmember Johnson, seconded by Councilmember Moratzka to adjourn the <br />meeting at 1:42 PM.
