Marty McNamara, Parks Director, <br />noted that Waste Management plays a significant roll in the recycling program and thanked them <br />for their participation. <br />Mayor Werner, on behalf of the City Council, accepted the recycling plaque from Joe Harris. <br /> <br />Veterans Home Annual Powwow - September 25, 1999 <br />Andrew Vincent of the Veterans Home announced that the Hastings Veterans Home will be <br />having its first annual PowWow to honor veterans and families on September 25, 1999 at the <br />Minnesota Veterans Home and invited the public to join them. <br />Mayor Werner read a proclamation supporting the PowWow. <br /> <br />Public Hearing - Designation of properties as Heritage Preservation Sites <br />The Public Hearing was opened at 7:13 p.m. and hearing no public comment the public <br />hearing was closed at 7: 14 p.m. <br /> <br />Designation of properties as Heritage Preservation Sites <br />Moved by Councilmember Hicks, seconded by Councilmember Riveness, to approve the <br />designation of properties as Heritage Preservation Sites minus the Rail Depot. <br />7 Ayes; Nays, None. <br /> <br />Public Hearing - Hwy 55 & General Sieben Drive Traffic Signal and Intersection <br />Improvements <br />The Public Hearing was opened at 7: 15 p.m. Public Works Director Tom Montgomery stated <br />that the cost of the improvements are $300,000, half of which will be paid by the Target <br />Development and the other half which will be split equally among the School District, Dakota <br />County, the vacant land west of the Dakota County Government Center, Conzemius property, and <br />the City of Hastings. Hearing no additional public comment, the public hearing was closed at 7: 17 <br />p.m. <br /> <br />Resolution No. 9-4-99 Ordering Improvements, Hwy 55 & General Sieben Drive <br />Moved by Councilmember Simacek, seconded by Councilmember Yandrasits, to approve <br />Resolution No. 9-4-99 Ordering Improvements, Hwy 55 & General Sieben Drive traffic signal and <br />intersection improvements. <br />7 Ayes; Nays, None. Copy of resolution on file. <br /> <br />Award Contract for Comprehensive Plan to Resource Strategies <br />Moved by Councilmember Moratzka, seconded by Councilmember Johnson, to approve the <br />contract for the Comprehensive Plan to Resource Strategies with the Staff to work with the <br />Consultant to provide clear direction as to the City's transportation and land use cooperation needs. <br />7 Ayes; Nays, None. <br /> <br />Driveway Width Variance Request at 1530 Walnut Drive <br />Moved by Councilmember Riveness, seconded by Councilmember Hicks, to approve the <br />driveway width variance request with direction to Staff to provide residents with city code <br />requirements at the time permits are issued for work. <br />7 Ayes; Nays, None. <br />
