<br /> <br />Council Minutes for Meetin of November 2 1998 <br /> <br />Pa e 2 of 3 <br /> <br />Public Hearing-Alley Vacation-(Block 9, Barker's Addition) <br />Mayor Werner opened the Public Hearing at 7 :05 p.m. Matt Weiland, Zoning Administrator <br />introduced the item. Mayor Werner asked if there were any public comments on the issue, and hearing <br />none, closed the public hearing at 7 :06 p.m. <br /> <br />Resolution No. 11-4-98 Alley Vacation (Block 9, Barker's Addition) <br />Moved by Councilmember Yandrasits, seconded by Councilmember Riveness, to approve <br />Resolution No. 11-4-98 a resolution vacating alley and drainage and utility easements for Block 9, <br />Barker's Addition. <br />6 Ayes; Nays, None. Copy of resolution on file. <br /> <br />Councilmember Hicks arrived at 7 :07 p.m. <br /> <br />Resolution No. 11-5-98 Request for 4-Way STOP at Ramsey & 6th Streets <br />Director of Public Works Tom Montgomery introduced the item. Councilmember Yandrasits <br />noted the Elizabeth Ann Seton Principal supported an all way STOP at Ramsey and 6th Streets. <br /> <br />Moved by Councilmember Yandrasits, seconded by Councilmember Riveness, to place an all way <br />STOP at Ramsey and 6th Streets. Councilmember Riveness offered a friendly amendment to proceed <br />with installation of flashing lights at all schools. Councilmember Johnson offered a friendly amendment <br />to direct staff to investigate cost sharing options related to the installation of flashing lights. <br />Councilmember Moratzka offered a friendly amendment to meet with the school district to study need <br />for flashing lights at remaining schools and negotiate a cost share. <br /> <br />City Council voted to approve Resolution No. 11-5-98, ordering placement of an all way STOP <br />at the intersection of 6th and Ramsey Streets, and direct Staff to study with schools to investigate <br />appropriateness of flashing lights and negotiate cost sharing options. <br />7 Ayes; Nays, None. <br /> <br />Shoreland Variance-Lot Size, Lots 1-4, Block 9, Barker's Addition <br />Zoning Administrator Matt Weiland introduced the item. <br />Councilmember Hicks noted the City is in negotiation with the DNR regarding the Shoreland <br />Ordinance, and communicated that although 11,000 square feet works well for this applicant, that it is <br />not an acceptable figure for Chapter 10 of the City Code. <br />Moved by Councilmember Yandrasits, seconded by Councilmember Hicks, to grant a variance <br />to the City of Hastings Shoreland Management Ordinance lot size requirements to allow Lots 1-4, Block <br />9, Barker's Addition to be split into three lots (2-11,000 square feet and 1-17,411 square feet), and to <br />allow 73.5 feet lot widths, based on findings that the applicant has demonstrated compliance with the <br />following variance criteria: <br />1.) That special conditions and circumstances exist which are peculiar to the land, structure, or <br />building involved in which are not applicable to other lands, structures or buildings; <br />That little interpretation of the City Code would deprive the applicant of rights commonly <br />enjoyed by other properties in the same district under the terms of Chapter 10; <br />That the special conditions and circumstances do not result from the actions of the applicant; <br /> <br />2.) <br /> <br />3.) <br /> <br />4.) <br /> <br />That granting the various requested will not confer on the applicant any special privilege that is <br />
