<br /> <br />Council Minutes for Meetin of November 16 1998 <br /> <br />Pa e 3 of 7 <br /> <br />The site plan shall be approved contingent on the issuance of a special use permit for the <br />storage facility and the vacation of the northwestern drainage and utility easement. <br />The proposed structure and accessory items including, but not limited to, the parking lot <br />and landscaping shall be completed pursuant to the approved site plan. Upon request for <br />occupancy of the building, all uncompleted items contained within the site plan shall be <br />addressed pursuant to city code escrow requirements. <br />The applicant shall widen the driveway in front of the building at least 10 feet to allow <br />vehicles to maneuver around parked vehicles in front of the proposed storage facility. This <br />extended driveway must be indicated on the site plan. <br />The applicant shall install curbs on the drives surrounding the building and the drainage <br />shall flow down the driveway to the spillways on Commerce Drive. This proposed <br />bituminous curbing and drainage must be indicated on the site plan. <br />If the applicant proposes outdoor storage in the future, the outdoor storage area will have <br />to be screened with an opaque fence. The location and style of the fence shall be approved <br />by the Community Development Department. <br />7 Ayes; Nays, None. <br /> <br />1. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />County Road No. 42 Parking Request <br />Public Works Director Tom Montgomery introduced the item noting the Dakota County <br />Highway Department Traffic Engineer, Mr. Pete Sorenson, stated the County would be amenable <br />to a permit process that would involve "hooding" or covering the "no parking" signs for <br />temporary situations, and indicated the City would be assuming liability should an accident occur <br />with a vehicle parked in a "hooded" no parking zone. Police Chief Nick Wasylik indicated the <br />Police Department would be able to administer the permitting process for permitted parking on a <br />temporary basis on County Road 42/Nininger Road west of Pleasant Drive. <br />Moved by Councilmember Simacek, seconded by Councilmember Yandrasits, to direct the <br />Police Department to create a permit process for permitting parking on a temporary basis on <br />County Road 42/Nininger Road, west of Pleasant Drive. <br />6 Ayes; Nays, 1 Johnson. <br /> <br />East Third Street Parking <br />Moved by Councilmember Yandrasits, seconded by Councilmember Moratzka, to table <br />the item until the December 7, 1998 City Council meeting to notify all affected property owners <br />on that portion of3rd and Washington Streets of the request. <br />6 Ayes; Nays, 1 Hicks. <br /> <br />Site Plan - Marilu Husman-Woodward (Special Tees - 1206 North Frontage Rd.) <br />Moved by Councilmember Hicks, seconded by Councilmember Riveness, to approve the <br />Special T's site plan for the development of 1206 North Frontage Road subject to the following <br />conditions: <br />1. The proposed structure and accessory items including, but not limited to, the parking lot <br />and landscaping shall be completed pursuant to the approved site plan. Upon request for <br />occupancy of the building, all uncompleted items contained within the site plan shall be <br />addressed pursuant to city code escrow requirements. <br />The two water and sanitary services on the property shall be tied together. <br />A driveway access and shared parking agreement/easement shall be recorded with the <br />property. <br />7 Ayes; Nays, None. <br /> <br />2. <br />3. <br />
