<br />Special City Council Meeting Minutes <br /> <br />Hastings, Minnesota <br />March 29, 2004 <br /> <br />The City Council of the City of Hastings, Minnesota met in a special meeting on <br />Monday March 29, 2004 at 7:00 PM in the Volunteer Room at the Hastings City Hall, <br />101 4th Street East, Hastings, Minnesota. <br /> <br />Members Present: Mayor Werner, Councilmembers Riveness, Hicks, Moratzka, <br />Schultz and Hazlet. <br /> <br />Members Absent: Councilmember Yandrasits <br /> <br />Staff Present: <br /> <br />Planning Director, John Hinzman <br />Police Chief, Mike McMenomy <br />City Administrator, Dave Osberg <br />HRA Director, John Grossman <br />Assistant Fire Chief, Mike Schutt <br />Building Official, Bill Mesaros <br /> <br />Parkina.ß!gulations <br /> <br />City Adminstrator Osberg reviewed with the City Council the proposed changes in <br />Section 18 and Section 8 of the City Code, relating to parking regulations on private <br />property and on public right-of-way and in municipal parking lots. Throughout the <br />course of discussion on the proposed changes, general direction was provided by the <br />City Council to the City Staff to make various modifications in the proposed ordinances <br />that capture the following elements: <br /> <br />a.) Consideration of different regulations in various areas of the City to account for <br />differing residential densities. <br />b.) Duration of parking is a major concern that must be properly addressed in each of <br />the ordinance revisions. <br />c.) Change the on-street parking regulations to a limitation less than 72 hours, perhaps <br />to 24 hours, as the extensive parking of various types of vehicles, equipment and <br />trailers on City streets is one of the primary complaints that is received. <br /> <br />Hardwire Alarm Ordinance <br /> <br />Assistant Fire Chief Mike Schutt and City Administrator Dave Osberg reviewed with the <br />City Council the history of the discussion and the current contents of the proposed <br />hardwire alarm ordinance. The City Council supported the need for the hardwire alarm <br />ordinance and the proposed ordinance. Staff was directed to begin the process of <br />implementing the ordinance, and working with business owners to assure timely and <br />efficient adoption and implementation of the ordinance. <br />
