The <br />site slopes down to the north and east from a western highpoint approximately 15-20 feet. <br /> <br />Proposed Improvements <br />A 57 unit condominium building is proposed as part of the Site Plan. <br /> <br />SPECIAL USE PERMIT REVIEW <br /> <br />Zoning Provision <br />Chapter 10, Section 10.16, Subd. 3a of the City Code, Special Uses in the R-5 Zoning, <br />allows multiple family dwellings greater than 40 feet in height. <br /> <br />Definition <br />. <br /> <br />The Zoning Code defines and regulates special uses as follows: <br /> <br />Uses that would not be appropriate generally or without restriction throughout the zoning <br />district but, if controlled as to number, area, location, or relation to the neighborhood, would <br />not detract from the public health, safety, and welfare. Special uses may be permitted in a <br />zoning district if specific provision of such special uses is made in this Zoning Ordinance. <br /> <br />Building Height <br />Height of the proposed building varies between 3-4 stories with underground parking. The <br />underground parking area is exposed along the east (Ramsey Street) and north (8th Street) <br />ends of the building, and beneath grade on remaining sides. Building height ranges <br />between 35-80 feet from grade to roof peak with the greatest height at the center of the <br />building and tapering to the north and south ends. <br /> <br />Comparison to Former Middle School Building <br />The proposed building is taller than the former middle school, but is set further back from <br />Ramsey Street. <br />
