HASTINGS CHARTER COMMISSION <br />Regular Meeting: August 9, 19$4 <br />PRESENT: Janice Johnson Jeanne McGree <br />taint Hartman B. N. The meeting was called to order at 7.37 p.m. by Vice Chair Merle Knutson. <br />2. The Minutes of the July l2 meeting were approved as mailed. <br />Motion: B. H. Wirt <br />Second: Todd Manske <br />3. Earl Beltz was sworn in as a Gharter Commission Member by Mayor Lu Stoffel. <br />4. Presentation of Legal Issues by Duke Addicks <br />Mr. Addicks discussed with the Commission the 2 options he developed as <br />per the Commissions request at their last meeting. <br />A motion giving preliminary approval to proposal 2 as submitted by Mr. <br />Addicks was passed by the Commission. Further, Mr. Addicks will prepare <br />appropriate resolutions which reflect the changes to include: <br />a. Limit to 2 years the terms of the council members elected <br />in 1984; <br />b. establish 5 wards effective far the 19$6 election; <br />c. provide that for the 1986 election, only the 5 council <br />positions for the 5 wards be filled, Z for 2 year terms and <br />3 for 4 year terms. All council positions to eventually be <br />4 year terms. Mr. Addicks will submit these resolutions to <br />the Charter Commission at our September 13th Meeting for <br />final approval. <br />Motion: Don Kramlinger <br />Second: taint Hartman <br />A motion passed directing the city staff to notify the people who have <br />filed for City Council for the General Election be advised of the proposed <br />changes relating to changing the terms of office from 4 years to 2 years. <br />Motion: B. H. Wirt <br />Second: Dick Dobrick <br />5. Gharter Commission Objectives <br />A. Mayoral Powers Report <br />The Commission discussed the proposed changes to the Charter which <br />affect the office of the Mayor. Don Kramlinger distributed a <br />survey regarding Powers of Mayors in neighboring communities. <br />
