HASTINGS CHARTER COMMISSI02v <br />Regular Meeting: Thursday, December 13, 1984 <br />PRESENT: Chuck Caturia <br />Dick Dobrick <br />Janice Johnson <br />Jeanne McGree <br />Don Kramlinger <br />Marie Boldon {Designate) <br />Mike Hovgaard (Designate) <br />Earl Beltz <br />ABSENT; Wint Hartman, Coral Wynn, Sharon Avent, and Merle Knutson. <br />1. The meeting was called to order at 7:44 p.m. by Chairman Chuck Caturia. <br />2. The chairman greeted and introduced the 2 Commissioner-designates, Mike <br />Hovgaard and Marie Boldon. They will be sworn in at our next commissioner <br />meeting. <br />3. The Minutes of October 16th, 19$4 were approved as mailed. <br />Motion Dick Dobrick <br />Second Earl.Beltz <br />4. CHARTER DISCIISSION <br />Members of the Charter Commission discussed the items that need to be ad- <br />dressed by the Commission; a work plan with timelines and accountability <br />needs to be established; and a Commission Speaker's Bureau would be ini- <br />tiated for the purpose of meeting with various civic groups and community <br />organizations to explain any proposed changes. <br />The following issues were identified by the commission: <br />a. Number of Wards within the city; <br />b. Number of Representatives/Ward; <br />c. Length of term for Mayoral Office; <br />d. Voting rights/veto power. of Mayoral position; <br />e. Changes in Mayoral responsibilities; <br />f. Delineation of administration/council responsibilities. <br />Chairman Chuck Caturia suggested that the Charter Commission, at its next <br />meeting, review and analyze the Charter, page by page. Where questions <br />or concerns were identified, the Commission would invite appropriate city <br />off icials (e.g. city attorney, city administrator, mayor, etc.) appear - <br />before the Commission to explain or clarify the intent of the Charter. The __ <br />Commission agreed to proceed in this direction, and established our next <br />meeting as a work session to review and analyze the City Charter document. <br />There was additional discussion regarding the role and responsibilities of <br />the Charter Commission raised by Mike Hovgaard, Commssioner designate. <br />Other issues which the Commission needs to address include: <br />a. Primary Elections <br />b. Wiring of funds <br />C. Canvassing of ballots <br />5. Next Meeting: Thursday, January 10 <br />7:30 p.m. Council Chambers <br />6.
