CITY OF HASTINGS <br />CHARTER COMMISSION <br />Proposed By-Laws and Rules of Procedure <br />Approved October 8, 1987 <br />A. MEETINGS. The Commission shall meet at least once each calendar <br />year, as required by Minnesota Statutes Sec. X10.05, Subdivision <br />4. The goal will be to meet once per quarter, unless additional <br />meetings are deemed necessary. All meetings of the Commission <br />shall be open to the public, in compliance with MS 471..705. <br />Meetings shall. be scheduled at the call of the Chairperson ar the <br />Vice Chairperson. Meetings normally will be held an the second <br />Thursday of a month in City Hall or such other public place as <br />may be substituted by scheduling requirements. <br />B. AGENDA. A written agneda shall be prepared and delivered to all <br />Commission members at least 5 days in advance of each meeting, <br />and shall be available to members of the public at the meeting. <br />C. QUORUM. A quorum shall consist of a majority of the members of <br />the Commission. <br />D. ELECTION OF OFFICERS. The officers of the Commission shall <br />consist of a Chairperson, a Vice Chairperson, and such other <br />officers as the Commission may deem necessary from time to time. <br />The Commission may hire a person to take notes and prepare and <br />distribute minutes of meetings in lieu of electing a Secretary. <br />Officers will be elected at the first meeting of each calendar <br />year ar at such other times as may be needed to fill vacancies. <br />Each officer will serve for one year and may be re-elected, but <br />may serve no more than two consecutive terms in each office. <br />E. MINUTES. Minutes of each meeting of the Commission shall be <br />prepared, distributed to all members of the Commission before the <br />next meeting of the Commission, and a copy maintained in a file <br />at City Hall (MS 471.705, Subd. 1). courtesy copies of the <br />minutes may be distributed to city officials or other interested <br />parties. <br />F. NON-ATTENDANCE AT MEETINGS. "When any member has failed to <br />perform the duties of office and has failed to attend four <br />consecutive meetings without being excused by the commission, the <br />secretary of the charter commission shall file a certificate with <br />the court setting forth those facts and the district court shall <br />thereupon make its order of removal and the chief judge shall <br />fill the vacancy created thereby." (Minnesota statutes Sec. 41.0. <br />05, Subd. 2) <br />G. ANNUAL REPORT.
