vile-c-2 <br />MEMORANDUM <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Osberg, City Administrator <br />DATE: August 13, I998 <br />SUBJECT: 2nd Reading and Public Hearing-Ordinance Amending <br />City Charter Chapter V TAXATIONAND FINANCE <br />RECOMMENDED CITY COUNCIL ACTION <br />It is recommended that the City Council take action approving the the second <br />reading of the attached OrdinanceAmending City Charter Chapter V TAXATIONAND <br />FINANCE after completion of the public hearing scheduled for Monday August 17, <br />1998. <br />BACKGROUND <br />Staff has attached two similar documents for review by the City Council. The first <br />document is a Resolution adopted by the Charter Commission at its meeting on July <br />23, 1998, malting various changes in the City Charter Chapter V Taxation and <br />Finance. The second document is a the proposed ordinance for City Council <br />consideration that implements the proposed changes in Chapter V as recommended <br />by the Charter Commission. The Charter Commission is recommending that the <br />changes in the Charter be completed by Ordinance. All seven City Councilmembers <br />must vote in favor of the proposed Ordinance. The first reading was approved by the <br />City Council at the meeting on July 20, 1998. <br />Many of the changes in the Charter are housekeeping in nature, as they are changes <br />that reflect new State Law, eliminate references to the Budget Official and better <br />deFine the budget process. Staff has included the "strike out" version, so the City <br />Council is aware of the items that are proposed for deletion from the Ordinance. <br />Those sections with underlining, are proposed additions to the City Charter. The <br />changes are a culmination o£ suggestions from Finance Director Lori Webster, City <br />Attorney Shawn Moynihan and myself, and were approved by the entire Charter <br />Comsion at its;~~ting on July 23, 1998. <br />David M.
