It is <br />unlikely that the trees proposed in the Construction Plan will be enough to screen the property from the view of <br />the adjacent single family homes. "' <br /> <br />No other screening devices have been proposed by Lawrence Condos to seclude the Buildings from the <br />view of the single-family homes. If built, this building will serve as a wall, since it is located on top of a hill,-' <br />and it is three stories in height. Such building will not conform to the layout of the Williams First Addition. <br /> <br />11. The Construction of Lawrence Condos will Cause a Nuisance to the Neighborhood. <br /> <br />As illustrated above, the construction of the Building will be inconsistent with the layout of the <br />neighborhood. However, even more seriously, Lawrence Condos threaten to become a nuisance to the Williams <br />First Addition. The following are some of the problems that would result from the building of Lawrence <br />Condos: <br /> <br />I. Because the building stands so tall on top of the hill, the lights shinning from the parking lots and <br />edges of the buildings, will point directly down towards the houses near the property. <br />2. Increase in the amount of traffic flowing onto Whispering Lane, Featherstone Road, and 4th Street <br />will result in longer commutes for the present residents of Williams First Addition. <br />3. An increase in the population in the area, would adversely impact city services.. <br />4. The increase in the amount of traffic flowing on Whispering Lane will endanger the traffic <br />conditions on that road,. as there are a number of driveways stemming from Whispering Lane, and an <br />increase in traffic would increase the likelihood of accidents <br /> <br />F or these and other reasons, the construction of Lawrence Condos will cause a nuisance to the rest of the <br />neighborhood. At a minimum, it will cause a decrease in the value of the single-family property. Therefore, the <br />City Council should not approve the construction of Lawrence Condos. <br />
