<br />t- <br />, <br />'--~. <br /> <br />VIII-C-2 <br /> <br />MEMORANDUM <br /> <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br /> <br />Honorable Mayor and City Councilmembers <br />Dave Osberg, City Administrator <br />July 29, 2004 <br />Proposal for Consulting Engineering Services Relating to City Dock <br /> <br />Recommended City Council Action <br /> <br />It is recommended that the City Council take action authorizing the utilization of Polaris <br />Group to assist with the preparation of a feasibility study, preliminary design and <br />permitting for the City's public dock project, in an amount projected at about $4,400. <br /> <br />Backaround <br /> <br />At the March 15, 2004 meeting, City Council action was taken authorizing the submittal <br />of an application to the Army Corps of Engineers for construction of public docks in the <br />Mississippi River. The application to the ACOE was submitted on Friday March 19, <br />2004. <br /> <br />Since that time, Staff has had a series of communications with the ACOE Staff <br />regarding the status of the application. Recent discussions on July 27, 2004 with their <br />Staff suggest that by the week of August 2 a letter will be distributed illustrating a <br />general permit approval, with some additional work that will likely be necessary. This <br />additional work may include more detailed design work, a mussel survey and certain <br />issues to address relating to navigation safety. Until actual receipt of the letter, the <br />exact contents are unknown. <br /> <br />At the same time that communications have taken place with the ACOE, I have spoken <br />with a recommended engineering company regarding their ability to assist with certain <br />permitting processes and also design work. Enclosed in the packet is information that <br />has been received from Mr. Joel Toso from the Polaris Group. Not only is their <br />information regarding the company and certainly similar work that has been completed, <br />but you will also find the proposal that has been submitted, specific to the City's project. <br /> <br />Upon review of the proposal, you will note that Staff is seeking the authority to hire the <br />Polaris group for Phase I only, which is described briefly as: "feasibility study, <br />preliminary design and phasing" at a cost of "approximately $4,400." As additional work <br />is needed, based on the final permitting process, scope of work and the associated fees <br />would be addresse and approved by the City Council. <br /> <br /> <br />-:-.................- <br />
