<br />Builders based on the following findings of fact: <br /> <br />1) Inconsistency with the Housing Policy of the Comprehensive Plan. Specifically, the <br />following provision: <br /> <br />"Hastings will continue to evaluate site plans and building plans for multi-family <br />residential development to ensure that new development compliments existing <br />residential development and fits appropriately within the natural environment and <br />historical context of the immediate neighborhood." <br /> <br />The scale and mass of the proposed three story buildings does not fit appropriately and does <br />not compliment the adjoining single family residential properties. The site plan does not <br />provide an adequate buffer and transition to be consistent and appropriate to the adjoining <br />single family properties. <br /> <br />2) Inconsistency with the Hastings Tree Preservation Guidelines. The proposed removal of <br />most significant trees to facilitate construction, and failure to meet tree replanting guidelines <br />is inconsistent with the Tree Preservation Guidelines. <br /> <br />3) Public Safety and Transportation. Approval of the Site Plan would increase traffic on <br />adjacent streets and at the intersection of Whispering Lane and Featherstone Road, which has <br />limited site visibility. <br /> <br />Council member moved a second to this resolution and upon <br />being put to a vote it was unanimously adopted by all Council Members present. <br /> <br />Ayes: <br /> <br />Nays: <br />Absent: <br /> <br />ATTEST: <br /> <br />Michael D.
