In addition, new traffic signals will be installed on General Sieben Drive at the <br />new North Frontage Road in front of Wal-Mart and at the Target/Cub Foods entrance. Road construction will begin after school is out and will <br />be substantially completed by the time school starts again in the fali. <br /> <br />New Ward & <br />Precinct Boundaries Set <br /> <br />As a result of the 2000 census, the City of <br />Hastings has been working on redrawing its ward <br />boundaries. The City's population is now <br />approximately 18,200, which needs to be divided <br />"as equally as practicable" into the City's four <br />wards. The Charter Commission of the City is <br />charged with redrawing ward boundaries and they <br />gave City Staff certain parameters to abide by <br />when providing sample maps for consideration: <br /> <br />1. All current ward Council members are to stay in <br />their current wards; <br />2. Current polling locations should try to remain <br />the same; <br />3. New boundaries should remain as close to the <br />current ward boundaries as much as possible. <br /> <br />Based on that direction, staff provided several <br />maps for consideration. At the April 1, 2002 <br />meeting, the Charter Commission recommended <br />that the proposed map beapproved by the City <br />Council and that the boundary changes be done <br />by City Ordinance. The City Council ordered a <br />public hearing for Monday, April 15 in which to <br />consider the map. <br /> <br />1st Annual Neighborhood Meeting Series Set <br /> <br />Members of the Hastings City Council and City Staff <br />are seeking citizen input during the First Annual <br />Neighborhood Meeting Series that will begin in late <br />April, 2002. The meetings are designed to give <br />neighbors a chance to gather in an informal setting, <br />hear updates on general City issues, voice their <br />opinions and concerns, and ask questions about their <br />specific neighborhood. A Parks Department <br />Employee, Police Department Employee, Fire <br />Department Employee, and Snow Plow Operator for the area will all <br />be present at the meetings to address your questions. This will give <br />citizens an opportunity to know better those employees involved in <br />providing City services in your neighborhood. <br /> <br /> <br />The meeting schedule is listed below, with the locations of the meeting <br />corresponding with the polling places in your particular ward. Citizens <br />are encouraged to attend the meeting in your particular ward. The South Frontage Road will be extended behind the new Cub Foods development, also with a Highway 55 right in/right <br />out access at the west City limits. <br /> <br />Spiral Boulevard and 31" Street between Enterprise Avenue and County Road #91-An extension of Spiral Boulevard and 31" Street <br />East, through the Industrial Park and adjacent to the proposed Glendale Heights development is proposed for construction this year. The <br />Spiral Boulevard extension would provide an additional access to the Industrial Park.
