In fact, construction has <br />begun to widen and add turn lanes to General Sieben Drive <br />between the South Frontage Road and 4- Street. <br /> <br />General Sieben Drive will remain closed between the Dakota <br />County Government Center access and 4- St. until late October. <br />Temporary traffic signals will be installed at General Sieben Drive <br />and Highway 55. The existing signal poies have to be relocated <br />and additional signal head added to accommodate the additional <br />traffic lanes. <br /> <br />General Sieben Drive will be reopened this fall, however <br />construction will not be fully completed until next year. Next year's <br />construction will include placing the final lift of the bituminous <br />paving, widening of General Sieben Drive south of Highway 55, <br />replacing the temporary traffic signals with the permanent <br />reconfigured signals, construction of a concrete walk on the west <br />side of the road, and landscaping and sodding. <br /> <br />The City of Hastings thanks you for your patience with this project. <br />II you would like more information on this project, please contact <br />Hastings Engineering at 480-2334. <br /> <br />Volume VII <br />Issue 4 <br /> <br /> <br />General Election to be Held <br />November 5, 2002 <br /> <br />The 2002 Primary Election was held on <br />Tuesday, September 10,2002 and the <br />General Election is coming up on Tuesday, <br />November 5, 2002. Although the voter turnout for the <br />Primary was relatively light, it is anticipated that the General <br />Election turnout will be much higher. Hastings voters will <br />be asked to vote between two candidates for Mayor and <br />among three candidates for the two at-large Councilrnember <br />seats. <br /> <br />Mavor & Citv Council members <br />James Lehmann and incumbent Mayor Mike Werner have <br />filed for the mayor's position. Incumbent Paul J. Hicks, <br />Matthew O. Love, and incumbent Lynn G. Moratzka have <br />each filed for one of the two available at-large <br />Council member seats. Voters will be asked to choose one <br />candidate for mayor and two candidates for the <br />Councilmember seats. <br /> <br />Where Do I Vote? <br />Due to the 2000 federal population census, the City of <br />Hastings has redistricted. While the City still has four <br />wards, the boundary lines of each ward has changed slightly <br />(see Figure 10n Page 8) in response to population changes <br />that have occurred since the last census & redistricting in <br />1 990. All polling locations remain the same as in previous <br />years (see Table 1 on Page 8), but residents may vote in a <br />different location than in previous years due to the <br />redistricting. If you have a question about where you vote, <br />contact Hastings City Hall at 437-4127 for assistance. <br /> <br />Absentee Ballots <br />If you will be absent from the City and unable to vote in your <br />polling location on Election Day, you can choose to vote by <br />Absentee Ballot (AB).
