<br />VII-1 <br /> <br />Memo <br /> <br />To: <br /> <br />Mayor Werner and City Council <br /> <br />From: <br /> <br />John Hinzman, Planning Director <br /> <br />Date: <br /> <br />February 22, 2005 <br /> <br />Subject: <br /> <br />Public Hearing - Rezoning #2005-04 - Three Rivers Place (Block 2) <br />- Tanek Architects <br /> <br />REQUEST <br /> <br />The City Council is asked to hold a public hearing to rezone Block 2 downtown from C-3, <br />Community Regional Commerce to DC, Downtown Core. <br /> <br />The City Council considered first reading of the rezoning at the February 7, 2005 meeting. <br /> <br />Plans for construction of mixed use buildings for the site are not a part of this <br />action; approvals for construction will be reviewed by the Council in the near future. <br /> <br />RECOMMENDATION <br /> <br />The Planning Commission voted 6-0 to recommend approval of the rezoning at the <br />January 24, 2005 Planning Commission Meeting. The rezoning is consistent with both <br />the Comprehensive Plan and Heart of Hastings Downtown Development Plan. <br /> <br />During the public hearing several residents spoke with concerns about site <br />development including parking, height of building, conformance with Heart of Hastings <br />Master Plan, and lack of commercial businesses along the river. <br /> <br />ATTACHMENTS <br /> <br />.
