Hastin Minnesota <br />March 2, 1994 <br />The City Council of the City of Hastings, Minnesota met in a special meeting on <br />Wednesday, March 2, 1994 at 7:00 p.m. in the Great River Community Room at the Hastings <br />City Hall, 101 4th Street East, Hastings, 1 innesota. <br />Members Present: Councilmen ber Simacel , Trautinann, Hicks, Warner and Mayor <br />Werner <br />Members Absent: Councilmernber Johnson and Riveness <br />Staff Members Present: Dave Osberg, City Administrator; <br />Torn Montgomery, Public Works Director; <br />lie Wozniak, , Community Development elopment Director; <br />Paul Czech., City Planner; <br />Barb Thompson, City Clerk; <br />and Shawn Moynihan, City Attorney <br />Mayor Werner opened the City Council meeting at 7:00 p.m. and determined that a <br />quorum was present. <br />Mayor Werner explained that the purpose of the meeting was to discuss the western City <br />limits area development issues clue to the recently ann exed area into the City of Hastings. <br />Public Works Director Torn. Montgomery updated the Council on the Lawrence <br />Construction purchase of the O'Connell propel and petitioning for 1994 improvements, and the <br />Wallins intention to construction their own improvements. In addition, information on the 1994 <br />construction schedule was presented and it was noted that in order to meet the August 1, 1994 <br />completion slate for the 15th Street Improvements, the City needs to acquire the following right- <br />of-way: <br />Wallin Develol2ment <br />1. 1 5th St. R.O.W. south 1/2 <br />2. General Sieben Dr. R.O.W. - east 1 <br />3, Storm Sewer Flowage Easement - 3 Locations <br />4. Grading Easement (Optional) - to spoil excess 15th St. excavated material <br />Lawrence De <br />1. 15th Street R.O.W. - north 1/2 <br />2. General Sieben R.O.W. - north of 15th St. for sanitary sever connection to Tiemey Dr. <br />Both the Wallin property developers and the Lawrence property developers verbally <br />agreed to grant the City necessary right - of-way by the April 25th construction Mart. <br />Co ncilmember Trautmann left the meeting at 7:45 p.m. <br />Discussion followed on various issues regarding the proposed 96 acre Wallin development <br />preliminary plat, but no action was taken. <br />Moved by Councilmen ber Hicks, seconded by Councilmember Sirnacek to adjourn the <br />meeting at 8:05 p.m. 4 Ayes; lays, None. <br />ATTEST <br />Mayor City Clerk <br />
