Hastings, Minnesota <br />M arch 14, 1994 <br />The City Council of the City of Hastings, Minnesota met in a special City Council <br />meeting on Monday, March 14, 1994 at 7:00 p.m. In the Great River Community Room in the <br />Hastings City Hall, 101 4th Street East, Hastings, Minnesota. <br />Members Present: Councilmember Johnson, Warner, Trautmann, Riveness and Mayor <br />Werner <br />Members Absent: Councilmember Hicks and S�mace <br />Staff Members Present: Jinn Heusser, Utilities Superintendent; <br />Shawn Moynihan, City Attorney; <br />Dave Osberg, City Administrator <br />Mayor Mike Werner opened the meeting and asked City Administrator Osberg to explain <br />the discussions that have taken place regarding possible transfer of the Hydro Electric Facility <br />to Northern States Power. Financial issues associated with the Hydro Power Plant, including the <br />bond and interest payments and operating expenses were discussed by the City Councilnembers. <br />Moved by Councilmember Jrohnson, seconded by Councilmember Warner directing City <br />Staff to discuss with Springsted Incorporated the opportunities available for hiring a consultant <br />to assist the City of Hastings in analyzing the financial and operating issues associated with the <br />possible transfer of the Hydro Power Plant to Northern States Power, and to research the <br />possibility of hiring an individual or company to analyze the operating issues associated with the <br />current Hydro Power Plant operations. 5 Ayes; Mays, None. <br />Moved by Councilmember Johnson, seconded by Councilmember Rivene s to adjourn the <br />meeting at 8 :03 p.m. 5 Ayes; Nays, None. <br />ATTE <br />Mayor <br />
