January 6, 1992 <br />Moved by Mayor Werner, seconded by Councilmember ADD ITEM TO <br />Simacek to approve adding to the City Administrator AGENDA <br />agenda Item #7, Cornerstone Bible Church - closed door <br />session. 7 Ayes; Nays, None. <br />Mayor Werner opened the Public Hearing at PUBLIC <br />7:0.4 p.m. to consider imposing a fee for recycling HEARING - <br />services in the City of Hastings, due to a reduction RECYCLING <br />in funding provided by Dakota County for recycling FEE <br />services. The City Clerk provided proof of affidavit of <br />publication. The Mayor asked if anyone wished to speak <br />on the issue, and the following addressed the Council: <br />Wint Hartman, James Weinzettel, Lynn Stark, <br />Eugene Reinardy, and Dan Dibble representing Waste <br />Management of Hastings. The Mayor asked if anyone <br />else wished to speak on the issue, no one wished to <br />do so. The Mayor closed the public hearing at 7:32 p.m. <br />Moved by Councilmember Mathiowetz, seconded by PAY 1991 <br />Councilmember Hicks authorizing payment of all BILLS <br />remaining 1991 outstanding bills. 7 Ayes; Nays, None. <br />Moved by Councilmember Trautmann, seconded by TRAC ABUSE <br />Councilmember Mathiowetz to adopt Resolution No. POLICY <br />5 -92 adopting a Transit Program Controlled Substance <br />Abuse Policy Statement. <br />Moved by Councilmember Riveness to amend the <br />previous motion directing Staff to prepare a Controlled <br />Substance Policy regarding all City Departments and <br />bring to Council at a future date. <br />Roll call was taken on both motions. 7 Ayes; Nays, None. <br />Moved by Councilmember Simacek, seconded by <br />1ST READING - <br />Councilmember Hicks to approve the 1st Reading of an <br />REDUCE <br />Ordinance amending City Code Section 2.10, Subdivision <br />PLANNING <br />1, by changing the size of the Planning Commission <br />COMMISSION <br />from nine members to seven members, and by amending <br />SIZE <br />City Code Section 2.10, Subdivision 4, by changing <br />the size of a Planning Commission quorum from five <br />members to four members. This motion also calls <br />for the 2nd reading and public hearing to be held <br />on January 21, 1992 at 7:00 p.m. 7 Ayes; Nays, None. <br />Moved by Councilmember Simacek, seconded by <br />PROPOSED <br />Councilmember Riveness directing Staff to proceed <br />RECYCLING <br />on the following issues regarding the proposed <br />FEE <br />implementation of a recycling fee and report <br />back to Council at a later date, with the public <br />being made aware of the future discussion. <br />a. Set -up a meeting with the Dakota County <br />Board, City Council and City Staff. <br />b. Study the possibility of reduced charges <br />due to less frequent pickups. <br />C. Find possible funding for recycling <br />within the City funds. <br />d. Feasibility of the City of Hastings <br />getting out of the recycling program. <br />e. Authorize Staff to prepare a resolution <br />to the local State Representative and <br />Senator regarding their sponsoring <br />legislation regarding the recycling <br />issue. <br />7 Ayes; Nays, None. <br />
