In November's general <br />election, Hastings residents will be asked to vote for their <br /> <br />ward councilmember. Due to recent growth, the City <br />has added two additional polling locations-one each in Wards <br />1 and 4. All voters in Wards 1 and 4 will receive a postcard <br />from Dakota County, telling them where to vote. <br /> <br />For more election information, turn to Page 11! <br /> <br />There's an Easement in My Yard? <br />Most lots developed in the City over the past 15 to 20 years <br />include front, side and backyard easements, which are used <br />for the underground installation of utiiities such as gas, <br />electric, telephone, cable, sewer, and water. These <br />easements also provide for drainage of storm water runoff <br />between lots. In some cases, larger easements have been <br />platted to accommodate large storm sewer, watermain or <br />sanitary sewer pipes, and ponding basin storm runoff <br />storage. <br /> <br />In general, the City restricts the construction of fences <br />and storage sheds within the larger easements containing <br />utiiity pipes or storm water ponding areas. Placing fill, <br />constructing retaining walls, and planting trees are also <br />restricted in these larger easement areas. In addition to City Councii, HRA, and <br />Downtown Advisory Committee reviews, around 100 <br />people attended an open house on the plan on June <br />280. <br /> <br />Councii, HRA, and Advisory Committee members, in <br />joint meeting on July 12, told the developer what they <br />would like to see in a refined proposal. Loren <br />Brueggemann announced that Sherman Associates was <br />wiillng to start on Block One, (East of Tyler) rather than <br />on Block Three (located between Sibley and Ramsey). <br />This change is in response to requests made during <br />recent plan reviews. The officials accepted the change <br />in phasing, but a number of them noted that they <br />expected the developer to consider alternative designs <br />and uses on Block Three. In addition, Mayor Werner <br />proposed that relocation of the NSP substation, (located <br />just east of the Highway 61 bridge) be included in any <br />new TIF district proposal.
