<br />CITY OF <br />HASTINGS <br />CITY HALL <br /> <br />April 4, 2005 <br /> <br />City Council Members <br /> <br />Re: Contractors Handbook <br /> <br />Dear Council Members, <br />Our Department of Building Safety has updated our Builders <br />Handbook and made some minor changes. Our hope is to address any <br />questions we've had in the past from contractors to reduce confusion <br />on a couple of items. The changes are the items highlighted in yellow <br />for your reference. The most notable addition is page 9, which <br />clarifies that it is the responsibility of the person or contractor that <br />receives the permit to do work, to complete all required items until the <br />Certificate of Occupancy is issued. This should help resolve problems <br />with contractors saying, "The homeowner was responsible for getting <br />that inspected, or getting that part done". The Minnesota State Code <br />states "The person doing the work authorized by the permit shall <br />notify the building official that the work is ready for inspection. The <br />building official, upon notification, shall make the requested <br />inspections and shall either indicate the portion of the construction <br />that is satisfactory as completed or notify the permit holder or an <br />agent of the permit holder of any failures to comply with the code." <br />Certificates of Occupancy issued states, "After the building official <br />inspects a building or structure and finds no violations of the code or <br />OTHER LAWS that are enforced by the Department of Building <br />Safety, the building official shall issue a certificate of occupancy". <br />This should help with the problems we've had with lawns and trees <br />getting planted by select contractors that feel they are no longer <br />responsible once a Temporary Certificate of Occupancy has been <br />issued and the hQmeowner has moved in. The only other significant <br />change is page 13 where we added that the hard surface driveway and <br />trees must be in place before the final grade is inspected. In the past <br />some contractors failed final grade inspections because one of these <br />items was not complete and they felt they were not informed ofthis <br />requirement. The other items are simply personnel changes and the <br />addition ofBDM Engineering's contact information to reduce calls <br />our department gets pertaining to their inspections of final grades and <br />top of foundation elevations. I am asking for the Council's approval <br />to the changes made and the final document.
