VI-tt

MEMO

"

To:
From:
Date:
Re:

Honorable Mayor and City Council
Tom Montgomery
March 30, 2005
Authorize Purchase of Sanitary Sewer Service Televising Equipment

Staff is requesting authorization to spend approximately $9,000 to purchase
televising equipment for investigating sanitary sewer service lines. The neighborhood
meetings for the proposed 2005 street and utility improvement program generated
comments from a few property owners about problems they have had with their sewer
service lines. These service lines should be televised to determine if a structural problem
exists with the sewer service lines, prior to reconstructing the street.
Outside vendors will charge from $150 and up for televising service lines. Staff is
proposing to purchase equipment and televise the questionable service lines for this
project and future projects. This equipment will also aid Utility crews in identifying
problems with blocked service lines and whether repairs need to extend to areas under the
street.
The 2005 Wastewater budget included $49,500 to purchase sanitary sewer main
line televising equipment. However, our plans to mount this equipment in an existing
van fell through (the van is too small for the size and weight of the equipment) and we
underestimated the cost of the monitoring and recording equipment needed. Staffis
recommending that the proposed $9,000 sewer service line televising equipment be
purchased using the funds budgeted for the sanitary sewer main line equipment, and that
the remaining funds be placed into the Wastewater ERF fund. The Public Works
Department will request the remaining funds needed for purchase of a van and recording
equipment in the 2006 Wastewater Budget request.

COUNCIL ACTION REQUESTED
Council is requested to authorize purchase of a $9,000 sanitary sewer service
televising system to be purchased using the funds budgeted for a main line sewer
televising system, and to transfer the remaining funds budgeted to the Wastewater ERF.

-
CITY OF HASTINEiS
