<br />> " <br /> <br />MAJOR OBJECTIVES <br /> <br />The following major objectives were identified in amending the Shoreland <br />Ordinance: <br /> <br />1) Ensure for the redevelopment of Downtown consistent with the Heart of <br />Hastings Master Plan. Addressed in the amendment - Agreement <br />with DNR. <br /> <br />2) Provide better conformity between Shoreland lot sizes and R-2 <br />regulations; the current minimum Shoreland Lot size of 15,000 square <br />feet is double the 7,000 s.f. minimum R-2 size. Not addressed in the <br />amendment, still working with DNR. <br /> <br />MAJOR CHANGES <br /> <br />Major changes include the following: <br /> <br />1) Raise the maximum height requirement for downtown buildings from to no <br />higher than the Finch Building See Page 22 <br /> <br />2) Increase maximum impervious surface coverage from 25 to 35 percent. <br />Allow buildings existing before 1994 up to 75 percent coverage; and <br />above 75 percent by special use permit. See Page 26 <br /> <br />3) Establish Planned Residential Development procedures for downtown and <br />new development areas. See Page 34 <br /> <br />4) Update references to new city ordinances and changes in state <br />regulations. <br /> <br />5) Better tie in requirements of other chapters of the City Code including <br />Zoning, Subdivison, Flood Plain, and Stormwater Management. <br /> <br />6) Amend variance procedure to be consistent with that of the Zoning Code. <br /> <br />7) Delete specific land use district requirements for Shoreland - Use those of <br />the Zoning Ordinance instead. <br /> <br />8) Eliminate separate height and front yard setback requirements - must <br />comply with zoning only. <br /> <br />9) Prohibit all feedlots, intensive vegetation clearing, and metallic mining in <br />Shoreland Districts <br />
