<br />171 <br /> <br />Hastings, Minnesota <br />October 4, 1982 <br /> <br />The City Council of the City of Hastings, Minnesota met in <br />a regular meeting on Monday, October 4, 1982 at 7:30 P.M. in the <br />Hastings National Guard Armory. <br /> <br />ri <br />I . <br /> <br />Members Present: Councilmen Legler, Kulzer, Trautmann, Pike, <br />Karnick, Trutna, Klimek, Bond, and Mayor Stoffel. <br /> <br />Members Absent: <br /> <br />None. <br /> <br />The Mayor called for additions or corrections to the minutes of <br />the meeting of September 20, 1982 and hearing none declared the minutes <br />approved as presented. <br /> <br />-ri <br />OJ <br />o <br />m <br />m <br /><t <br /> <br />The Mayor declared the Public Hearing open at 7:35 <br />P.M. The City Administrator/Clerk read the legal notice of <br />the Public Hearing and the certificate of mailing into the <br />record which were published September 23 and September 30, <br />1982. Mr. Dennis Palmer of Barr Engineering gave a present- <br />ation on the construction portion of the project and Mr. Gerard <br />B. :1Shamion of Springstead Incorporated gave a report on the <br />financing of the project. Comments from citizens were taken <br />at this time. A complete tape is on file in the office of the <br />City Administrator/Clerk. The Mavor closed the Public Hearing <br />at 9:37 P.M. <br />Moved by Councilman. Trautmann, seconded by Councilman <br />Pike to temporarily delay this program until further hearings. <br />Moved by Councilman Trutna, seconded by Councilman <br />Karnick to table the decision on the Northwest Ponding Basin <br />and Trunk Storm Sewer Construction project until the October <br />18, 1982 regular City Council meeting. Ayes, 6; Nayes, <br />Trautmann, and Pike. Motion passes. <br /> <br />PUBLIC HEARING - <br />NORTHWEST PONDING BASIN <br />AND TRUNK STORM SEWER <br /> <br />r <br /> <br />\ <br /> <br />The Mayor called for a five minute recess at 9:45 p..m.^ <br /> <br />The Public Hearing was opened by Mayor at 9:50 p.m. PUBLIC HEARING - <br />to consider how entitlement funds are to be used and the entire FEDERAL REVENUE SHARING <br />budget of the City of Hastings. The legal notices of the hear-AND 1983 CITY BUDGET <br />ing were read into the record by the City Administrator/Clerk. <br />The Mayor asked if anyone wished to speak on the issue. Jim <br />Cooper explained the Lake Isabelle Restbration Project and <br />requested federal funding to be considered. Everyone wishing <br />to speak on the issue was given the opportunity to do so. <br />The Mayor closed the public hearing at 9:58 p.m. <br /> <br />Councilman Trutna introduced the following <br />Resolution and moved its adoption; <br /> <br />RESOLUTION NO. 58-82 <br />ADOPT 1983 BUDGET <br /> <br />RESOLUTION SETTING THE SUM TO BE LEVIED UPON TAXABLE <br /> <br />PROPERTY WITHIN THE LIMITS OF THE <br /> <br />CITY OF HASTINGS, MINNESOTA <br /> <br />-r- <br /> <br />I <br /> <br />WHEREAS, the City Council has calculated the expenses <br />of the City of Hastings, Dakota and Washington Counties, Minnesota <br />for the calendar year 1983 to be set at $2,780,370 and; <br />? <br />v' <br /> <br />WHEREAS, the City Council has adopted the following <br /> <br />budget; <br /> <br />The Federal Revenue Sharing Budget is as follows: <br /> <br />1. Dutch Elm <br />2. Park Rangers <br />3. Energy Conservation - Public Buildings <br />4. Natural Resources and Recreation Commission <br /> <br />$40,000 <br />2,000 <br />25,000 <br />25,000 <br />
