171 Hastings, Minnesota October 4, 1982 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, October 4, 1982 at 7:30 P.M. in the Hastings National Guard Armory. ri I . Members Present: Councilmen Legler, Kulzer, Trautmann, Pike, Karnick, Trutna, Klimek, Bond, and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of September 20, 1982 and hearing none declared the minutes approved as presented. -ri OJ o m m <t The Mayor declared the Public Hearing open at 7:35 P.M. The City Administrator/Clerk read the legal notice of the Public Hearing and the certificate of mailing into the record which were published September 23 and September 30, 1982. Mr. Dennis Palmer of Barr Engineering gave a present- ation on the construction portion of the project and Mr. Gerard B. :1Shamion of Springstead Incorporated gave a report on the financing of the project. Comments from citizens were taken at this time. A complete tape is on file in the office of the City Administrator/Clerk. The Mavor closed the Public Hearing at 9:37 P.M. Moved by Councilman. Trautmann, seconded by Councilman Pike to temporarily delay this program until further hearings. Moved by Councilman Trutna, seconded by Councilman Karnick to table the decision on the Northwest Ponding Basin and Trunk Storm Sewer Construction project until the October 18, 1982 regular City Council meeting. Ayes, 6; Nayes, Trautmann, and Pike. Motion passes. PUBLIC HEARING - NORTHWEST PONDING BASIN AND TRUNK STORM SEWER r \ The Mayor called for a five minute recess at 9:45 p..m.^ The Public Hearing was opened by Mayor at 9:50 p.m. PUBLIC HEARING - to consider how entitlement funds are to be used and the entire FEDERAL REVENUE SHARING budget of the City of Hastings. The legal notices of the hear-AND 1983 CITY BUDGET ing were read into the record by the City Administrator/Clerk. The Mayor asked if anyone wished to speak on the issue. Jim Cooper explained the Lake Isabelle Restbration Project and requested federal funding to be considered. Everyone wishing to speak on the issue was given the opportunity to do so. The Mayor closed the public hearing at 9:58 p.m. Councilman Trutna introduced the following Resolution and moved its adoption; RESOLUTION NO. 58-82 ADOPT 1983 BUDGET RESOLUTION SETTING THE SUM TO BE LEVIED UPON TAXABLE PROPERTY WITHIN THE LIMITS OF THE CITY OF HASTINGS, MINNESOTA -r- I WHEREAS, the City Council has calculated the expenses of the City of Hastings, Dakota and Washington Counties, Minnesota for the calendar year 1983 to be set at $2,780,370 and; ? v' WHEREAS, the City Council has adopted the following budget; The Federal Revenue Sharing Budget is as follows: 1. Dutch Elm 2. Park Rangers 3. Energy Conservation - Public Buildings 4. Natural Resources and Recreation Commission $40,000 2,000 25,000 25,000
