<br />The City Coilllcil of the City of Hastings, Minnesota met in a regular
<br />meeting on Monday, March 2, 1981 at 7:30 P.M. in the Coilllcil Qlanbers of the
<br />Ci ty Hall.
<br />
<br />MenDers present: Coilllci1men Legler, Kulzer, Trautmann, Pike, Karnick,
<br />Trutna, Klimek, Bond, and Mayor Stoffel.
<br />
<br />MariJers absent: None.
<br />
<br />'!he Mayor called for additions or corrections to the minutes of the
<br />meetings of February 16th, 17th, and 24, 1981 and hearing none declared the
<br />minutes approved as read.
<br />
<br />MNfOOl' addressed the City Coilllcil on the proposal for MN/IXYr TRUCK GARAGE
<br />a Truck Garage facility at the Minnesota Veterans Hare, PRO.PCEAL DENIED
<br />requesting approval of the proposed plan.
<br />
<br />Moved by Coilllcilman Trautmann, seconded by Councilman
<br />Klimek. to support and allow MN;oor to roodify the laillldry building
<br />at the Veterans Hane into a truck garage facility. Ayes, Trautmann,
<br />Pike, Klimek.; Nayes, Legler, Kulzer, Karnick, Trutna, Bond.

<br />Moved by CoilllciJman Trau1mann, seconded by CoilllciJman
<br />Kulzer to approve the hane occupation pennit to allow Kenneth
<br />Nowlan, 713 W. 16th St. to conduct a reupholstering business in
<br />the basanent of his hare. Ayes, 8; Nayes, none.

<br />The requests of Paul Koppes and Art Groth, I tEm3 4
<br />and 5 of the Agenda were carried over to a later date.

<br />Trautmann to pass the first reading of the proposed sign
<br />ordinance amendments as set forth in the Planner's maoo dated
<br />February 26, 1981. Also to call for a Public Hearing on the
<br />amendnents for Aprill/t3, 1981 at 7:30 P.M. in the Council
<br />Chanbers of the City Hall. Ayes, 8; Nayes, none.

<br />Moved by Councilman Karnick, seconded by Coilllci1man
<br />Pike to accept the changes to Hastings' Canprehensi ve Plan as
<br />approved by the Planning Ccmnission and to authorize their
<br />submittal to the Metropolitan Council, as per the mana fran
<br />Paul Burns dated February 26, 1981. Ayes, 8; Nayes, none.
<br />
<br />Moved by Coilllci1man Karilick, seconded by Councilman
<br />Trutna to award the bid for crushing 10,000 cubic yards of
<br />Class 5 Aggregate to Davies Excavation, Inc. at the bid price
<br />of $14,900.00. Ayes, 8; Nayes, none. Copy of resolution on
<br />file in City Clerk's office.
<br />
<br />The i tan regarding Al Sieben's property was referred
<br />to the Administration Ccmnittee of the City Coilllcil.
<br />
<br />Mitchell Energy Company, Inc. gave a presentation on
<br />their plans to develop the hydropower potential of Mississippi
<br />lDck & Dam No.2 in our City.
<br />
<br />Moved by CounciJman Karnick, seconded by CounciJman
<br />Kulzer to order the repair, rehabilitation, or daoolition of
<br />the property at 512 E. 7th Street. Ayes, 8; Nayes, none.
<br />
<br />Moved by Coilllci1man Trutna, seconded by Coilllci1.man
<br />Pike to approve the appointment of Merle Borcher, Northwestern
<br />Bank:, to replace Richard Pike on the Industrial Park Advisory
<br />Board, tenn to expire 2-1-82. Mr. Pike to be placed on the
<br />Non-Voting MaIDer list. Ayes, 8; Nayes, none.
