Hastings, Minnesota <br /> February 18, 1997 <br /> The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, <br /> February 18, 1997 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, <br /> Minnesota. <br /> Members Present: Councilmember Johnson, Yandrasits, Simacek, Hicks, Moratzka and <br /> Mayor Werner <br /> Members Absent: Councilmember Riveness <br /> Staff Members Present: Dave Osberg, City Administrator; <br /> Mike Wozniak, Community Development Director; <br /> Tom Montgomery,Public Works Director; <br /> Joyce Pruitt,Administrative Assistant/City Clerk; <br /> and Shawn Moynihan, City Attorney <br /> Approval of Minutes <br /> Mayor Werner asked whether there were corrections or additions to the minutes of the regular <br /> meeting of February 3, 1997. Councilmember Johnson noted that the reconvening of the regular meeting <br /> following a closed door session to discuss the 1997 Patrol Officers Union Contract and the 1997 <br /> Firefighters Union Contract was absent from the City Council minutes. The addition of the reconvening <br /> of the regular meeting, and a motion moved by Councilmember Johnson, seconded by Councilmember <br /> Hicks,to approve the 1997 Firefighters Union Contract were added to the February 3, 1997 minutes. The <br /> minutes were approved as amended. <br /> Additions to the Agenda <br /> Moved by Councilmember Simacek, seconded by Councilmember Johnson to approve the <br /> consent agenda as presented. <br /> 1. Pay all bills as audited <br /> 2. Resolution No. 2-01-97 - One Day Exempt from Gambling License -Mississippi Long - Tails <br /> Chapter of Pheasants Forever at the Knights of Columbus Hall, at Highway 61 South <br /> 3. 1997 Schedule for Washington County Local Boards of Review <br /> 4. Resolution No. 2-02-97 - Official Zoning Map Conversion to GIS format <br /> 5. Resolution No. 2-03-97 - Comprehensive Plan Land Use Map to GIS format <br /> 6. Resolution No. 2-04-97 -Utility Connection Fee Adjustment <br /> 7. Pay Estimate#3, Well#8 Construction, Keys Well Drilling, $12,193.25 <br /> 8. Amend Water Department Budget <br /> 9. Resolution No. 2-05-97 - 1996 Fund Year End Transfers <br /> 10. Resolution No. 2-06-97 - 1996 Transfer of Fund- Splitting HRA and Downtown TIF <br /> 11. CSO Pay Plan Approval <br /> 6 Ayes;Nays,None. <br /> Public Hearing/2nd Reading-Rezone AG. To R-2 -Bohlken Estates 4th & 5th Additions <br /> Mayor Werner opened the Public Hearing at 7:02 p.m. to receive comments on the property <br /> proposed to be platted as Bohlken Estates 4th & 5th Additions (14.45 acres) and rezoned from AG <br /> Agriculture District to R-2 Medium Density Residence. Mayor Werner asked if anyone wished to <br /> comment on the proposed amendment and no one wished to do so. The Mayor then closed the public <br /> hearing at 7:04 p.m. <br /> Featherstone Road Design Options <br /> Public Works Director Tom Montgomery presented the item noting the Operation Committee's <br /> recommendation of improving the entire length of Featherstone Road from Pleasant Drive to the west <br /> City limits just west of the top of the hill. <br /> Moved by Councilmember Simacek, seconded by Councilmember Moratzka to adopt the <br /> Operation Committee's recommendation of improving the entire length of Featherstone Road from <br /> Pleasant Drive to the west City limits just west of the top of the hill, and to direct the Engineering <br /> Department to prepare a feasibility study for improving the entire length of the Featherstone Road. <br /> 6 Ayes;Nays,None. <br />
