<br />The City Council of the City of Hastings, Minnesota met in a
<br />regular meeting on Monday, November 15, 1971 at 7:00 o'clock P.M. in the
<br />Council Chambers of the City Hall.
<br />
<br />Members present: Councilmen Kane, Collins, Hallberg, O'Connor,
<br />Wilson, Driscoll, Christenson and Mayor Rotty.
<br />
<br />Members absent: Councilman Novak.

<br />Minutes of the last meeting were read and approved.
<br />
<br />The Mayor declared open the Public Hearing on the application
<br />of the Hastings Sewing Machine Company, 220 East Second Street for a
<br />variance to the Sign Ordinance. All persons present were given an
<br />opportunity to be heard. After a lengthy discussion, it was felt that
<br />the matter required more study. The applicant stated that he did not
<br />object to a delay for the purpose of further studying the matter.

<br />Moved by Councilman O'Connor, seconded by Councilman Christenson
<br />to continue the Public Hearing in this matter to the regular meeting of
<br />December 20, 1971 at 8:00 o'clock P.M. Ayes, all; Nays, none.

<br />The next item on the agenda was opening of bids for the 2~ Yard
<br />Capacity Articulated Front End Loader and the Two-Stage snow Loader for
<br />the Street Department. The City Attorney reported that in his opinion,
<br />upon reviewing the specifications, that there may be provisions contained
<br />in the specifications which were improper.. The Council discussed the
<br />matter. All persons who submitted bids were present. Moved by Council-
<br />man Kane, seconded by Councilman O'Connor to not open the bids, to return
<br />the unopened bids to the bidders, to revise the specifications and have
<br />the matter republished and rebid the matter with bids to be opened on
<br />December 6, 1971 at 8:00 o'clock P.M. in the Council Chambers of the City
<br />Hall. Ayes, all; Nays, none.

<br />Moved by Councilman Driscoll, seconded by Councilman Novak to
<br />authorize the City Clerk to advertise for one (1) 2~ Yard Capacity Articu-
<br />lated Front End Loader and one (1) Two-Stage Snow Loader for the Street
<br />Department. Bids to be opened Monday, December 6, 1971 at 8:00 o'clock
<br />P.M. in the Council Chambers of the City Hall. Ayes, all; Nays, none.
<br />
<br />Moved by Councilman Hallberg, seconded by Councilman Driscoll
<br />to grant a Special Use Permit to Kenneth Angerman to construct a base-
<br />ment apartment in the dwelling on Lot 151, Westwood 4th Section Replat in
<br />the City of Hastings, Dakota County, Minnesota. Ayes, all; Nays, none.

<br />The City Clerk reported that the following described property:

<br />Part of the SE 1/4 of SW 1/4 beginning 420 feet North of
<br />SW corner N 541.71 feet E 156 feet S 15 feet curve left
<br />280.65 feet S 420 16' 16" E 15 feet S 450 22' 50" W 370
<br />feet to beginning containing 2.01 acres

<br />had heretofore, on April 20, 1970, been conveyed to the City for park
<br />purposes, but that it had not been removed from the rolls of taxable real
<br />property.
<br />Moved by Councilman Driscoll, seconded by Councilman Kane that
<br />the property be declared exempt from real estate taxes as municipally
<br />owned property used for park purposes, and that a copy of this resolution
<br />be forwarded to appropriate taxing authorities requesting that the property
<br />be declared exempt from real estate taxes. Ayes, all; Nays, none.

<br />The Mayor recommended thel.appointment of Millett O'Connell to
<br />the Police Civil Service Commission for a term of three years beginning
<br />November 1, 1971. Moved by Councilman Christenson, seconded by Councilman
<br />Driscoll to ratify the Mayor's appointment. Ayes, all; Nays, none.

<br />Moved by Councilman Kane, seconded by Councilman Christenson to
<br />refer to the Planning Commission the request of Michael B. Rother for a
<br />Special Use Permit to build a duplex or a 3-plex on Lot 5 of Auditor's
