<br />D. All development shall be consistent with the City of Hastings Watershed <br />Management Plan, Chapter 15 Stormwater Management of the City Code of <br />Ordinances, and the requirements of the Vermillion River Watershed <br />Management Organization. <br /> <br />5.2 Specific Standards: <br /> <br />A. Impervious surface coverage of lots must not exceed 25 percent of the lot area <br />except as follows: <br /> <br />(1) Impervious surface coverage may be permitted to exceed +a 25 percent on <br />property that was platted before June 16, 1994 or property zoned DC - <br />Downtown Core upon approval of a Special Use Permit by the City of <br />Hastings that demonstrates compliance with the following: <br /> <br />a) All applicable provisions of Chapter 15, Stormwater Management <br />of the City Code of Ordinances. <br /> <br />b) All structures and treatments shall be installed for the treatment of <br />storm water runoff in accordance with the City of Hastings <br />Watershed Management Plan. <br /> <br />c) Improvements that will result in an increased rate of runoff directly <br />enterinq a public water shall have all structures and practices in <br />compliance with the City Storm Water Manaqement Ordinance in <br />place for the collection and treatment of storm water runoff or will <br />be constructed in coniunction with a special use permit application. <br /> <br />d) The lot shall be served by municipal sewer and water. <br /> <br />e) Storm water is collected and treated in compliance with the City <br />Storm water Manaqement Ordinance and Best Manaqement <br />Practices. Such treatment may be comprised of either on-site <br />control. access to the City's storm water control system. or a <br />combination of both. to be approved by the City Enqineer. <br /> <br />B. When constructed facilities are used for storm water management, <br />documentation must be provided by a qualified individual that they are designed <br />and installed consistent the City of Hastings Watershed Management Plan, <br />Chapter 15 Stormwater Management of the Code of Ordinances, and the <br />requirements of the Vermillion River Watershed Management Organization. <br /> <br />C. New constructed storm water outfalls to public waters must provide for filtering or <br />settling of suspended solids and skimming of surface debris before discharge. <br />
