<br />the following responsibilities: <br />1. To continue toduct continuing surveys and research in order to identify properties <br />which have historic, architectural, archaeological, engineering or cultural significance to the <br />community. <br />To recommend properties which meet the criteria of significance stated herein for <br />designation as Heritage Preservation Sites. <br />To protect Heritage Preservation Sites by public review of all proposed alterations, <br />relocations, demolitions or new construction within designed site boundaries. <br />To advise property owners and educate the public in appropriate maintenance, <br />rehabilitation or restoration methods. To encourage continued uses, compatible with <br />their character, of Heritage Preservation Sites. <br />To hear and decide applications for Certificate of Approval. <br />To make recommendations to the City Council on proposed amendments to this <br />chapter. <br />To promote public recoqnition and appreciation for Heritaqe Preservation Sites. <br /> <br />B. !!Member.:.!! The Hastings Heritage Preservation Commission, hereinafter <br />the !!Commission!! shall consist of nine voting members appointed by the Mayor, with <br />the advice and consent of the City Council. Members must reside in the municipality. <br /> <br />Source: <br />Effective Date: <br /> <br />Ordinance No. 395, Second Series <br />11-11-96 <br /> <br />At least one member will be an architect, or if an architect not be available, an <br />experienced person of the building trades. <br />At least one member will be a professional or experienced person in the areas of <br />history, architectural history, archaeology, planning, real estate, design, building trades, <br />landscape architecture or law. <br />The other members shall be drawn from persons with a demonstrated interest and/or <br />expertise in historic preservation. <br />4. One Commissioner member will be member of and designated as thetF <br />representative toby the County Historical Society. <br />5. The Planning Commission and the Housing and Redevelopment Authority <br />shall each designate one of their members as their liaison 'Nho shall be notified of all <br />meetings of the Historic Preservation Commission. <br />C. !!Appointment of Members.:.!! Members shall be appointed by the Mayor with the <br />approval of the Council upon recommendations by the Commission. Initial appointments <br />shall be two members for one year, two members for two years and three members for <br />three years. Subsequent appointments shall be for a term of three years. There is no <br />limit to the number of terms. Vacancies from resignation or other causes shall be filled <br />by appointment for the remainder of the unexpired term. Members shall serve without <br />compensation and continue to hold office until their successors have been appointed <br />and qualified. <br />D. !!Organization.:.~ The Commission, when formed, shall elect from its members, <br />such officers as it may deem necessary.
