Certificate of Approval required. The exterior alteration of a site <br />or property in a district shall be prohibited except where authorized by a Certificate of Approval <br />approved by the Commission. Any City permits and approvals for designated sites and <br />properties within districts will not be released by City staff without a Certificate of Approval or <br />by direction of City Council. <br /> <br />2. Application for Certificate of Approval. Application shall be made <br />by the owner of the designated property on a form provided by the Commission and <br />accompanied by all required supporting information before review. A complete Evefy <br />application shall be accompanied by the following information as staff determines necessary: <br /> <br />siding, trim. etc: <br /> <br />Accurate scaled and dimensioned site plan of existing conditions: <br />Photos of existing conditions; <br />Photos or plans of building elevations: <br />Photos or plans of proposed alterations and replacement material: <br />Plan. illustrations and samples of building materials. windows. rooL doors. <br /> <br />be used: <br /> <br />Samples of paint colors when required: <br />Plan and description of changes to architectural details: <br />Samples and illustrations of replacement materials: <br />Description of area to be cleaned and methods. companies or chemicals to <br /> <br />materials. <br /> <br />Details of signs or awning including lettering. design. size. color and <br /> <br />Statement of how the proposal relates to historic significance of site. <br /> <br />3. Review of application. The Commission shall establish 'Nritten procedures for the <br />consideration of complete applications. The Commission may approve. approve with conditions, <br />or deny an application.
