Consideration 'Nill be given to the economic value, usefulness and <br />replacement cost of the building as it now stands and as remodeled or rehabilitated, to <br />replace the present building or buildings. <br />(c). Consideration will be given to the present structural integrity of the <br />building to determine whether or not it constitutes :3 clear and present danger to the life <br />and safety of the public. The Commission may contract for a professional estimate of <br />the structural integrity and an estimate of the cost of correcting dangerous deficiencies, <br />with Council approval. <br />(d) Consideration will be given to the effect of demolition and of <br />proposed new construction on the adjacent buildings :md on the architectural and <br />historic character of the neighborhood or district. <br />3. "Proposed new construction or relocation" The Commission will consider <br />the effect of the work on the histoRG-aAd architectural character of the surrounding <br />buildings and neighborhood. The Commission's written findings shall refer to the <br />following criteria. <br />(a) Contemporary design for new construction shall not be discouraged, but <br />should be compatible with scale, color, texture, materials and other visual qualities of the <br />surrounding buildings and neighborhood. <br />(b) The new building should be compatible with the height, width, <br />depth, massing and setback or the surrounding buildings. <br />(c) The amount of solid 'Nail to window and door openings, :::md the <br />placement of \..,indow and door openings, should be proportional to that of the <br />surrounding buildings :::md neighborhood. <br />(d) The shape and pitch of the roof or cornice should be compatible <br />with that of the surrounding buildings and neighborhood. <br />F. .!!.Limitations.:..!!. Ifwithin 40 ~ days ITom the :filing of a complete application. completed <br />building permit application, the Commission has neither approved.. !!6f denied. or called a public <br />hearing. the-the Certificate of Approvalbuilding permit application, the plans and permit <br />application shall be deemed to have been approved by the Commission, and if all other <br />requirements ofthe City have been met, the Building Official City Department may issue shall <br />authorize a permit for the proposed work. By vote of the Commission and notification of the <br />Department Building Official, the first 40 ~ day period may be extended by an additional 40 <br />~ days in cases where further information and research is required to make a <br />determinationprofessional study or recommendation is required and the 40~ day period is not <br />sufficient to do the work. No permit shall issue or work commence in the event the Commission <br />disapproves the application in accordance with this ordinance. If the work does not commence <br />within 12 months ofHPC action. the Certificate of Approval expires and is no longer valid. In em rgency situations where immediate repair is <br />needed to protect the safety of the structure...Q[-aAG its inhabitants, the Building Official <br />may approve temporary or limited repair without the consent of the--pFieF Heritage <br />Preservation Commission action.
