The budget shall be approved by the Board <br /> <br />pursuant to Section ill Subdivision 8 hereof. The Secretary shall certify the approved budget on <br /> <br />or before September 2 of each year to each of the Parties, until such time as special legislation is <br /> <br />passed which would allow the Secretary to certify the approved budget to the auditor of <br /> <br />Washington County. Upon authorization by law, the Secretary shall certify the approved budget <br /> <br />to the Washillgton County Assessor. The Secretary shall certify the budget to the clerk of each' <br /> <br />member governmental unit together with a statement of the proport'ion of the budget to be <br /> <br />provided by each member. Each member shall pay one-half of their portion of the annual <br /> <br />operating budget by July 31 and the balance on December 31 of each year. <br /> <br />Each of the Parties agrees to contribute each year to a general f1.lI1d, said fund to be used <br /> <br />for general adminis1ration pwposes including, but not limited to: salaries, rent, supplies, <br /> <br />development of an overall plan, engineering and legal expenses, insurance, and bonds and to <br /> <br />purchase and maintain devices to measure hydrological and water quality data. The parties will <br /> <br />reach an agreement on their respective percentage and on an initial basis the Town ofDenm.ark <br /> <br />will pay 67 percent ofthe alIDual operating budget, the City of Afton will pay 21 percent of the <br /> <br />9 <br />
