<br />City of Hasting NRRC Minutes <br />August 10, 2004 <br />6:00 pm <br /> <br />1) Roll Call at 6 pm, commissioners Vaughan, Christianson, Brown, Vieth, O'Melia, Sieben, Becker <br />and Parks and Recreation Director Bernstein and Interim Superintendent Smith. <br /> <br />Absent: commissioner Popp. <br /> <br />2) Motion made by Sieben and second by Brown to approve the June 2004 minutes. Passed <br />unanimously. <br /> <br />3) Pioneer Park development. <br />Bids were accepted for phase one (outdoor rink and lights). <br />Discussions included pavement vs. not pavement. Pole height and foot-candles of <br />lighting, possible irrigation of future field, size of rink being bid and skate park location. <br />. The commission approved the phase 1 part of the project and redevelopment of Pioneer <br />Park. <br /> <br />4) Construction bids for two warming shelters. <br />Bids were accepted for two warming shelters for Wallin Park and Lions Park. Bid <br />process came in overbid approx. $86,000. <br />Discussions include soil of area, sewer and water, heat, design of facility and why project <br />was over budget. <br />. The commission approved a step process approval relying on infonnation from City <br />Hall/administration. <br />o Build both facilities if money can be transfen"ed to 2005. <br />o If not, build Wallin park in 2004 <br />o Lions park in 2005. <br /> <br />5) Park dedication acceptance for development of YMCA land. <br />Discussion included the value of the land verses dedication fee, donating the funds to the <br />YMCA, making sure the fees were coming from the developer verses the YMCA. <br />. The commission approved the acceptance of the park dedication fees in lieu of land for a <br />total of $8,505. <br /> <br />6) Commissioner Q'Melia passed out virtual tours on CD to all members to view of the Cities bike <br />paths. <br /> <br />7) The NRRC then took a bus tour of park facilities and trails south of Hastings. <br /> <br />8) The commission then adjourn following the tour. <br /> <br />Minutes submitted: <br /> <br />Mark Vaughan <br /> <br />CO) <br />
