Moved by Councilman Werner, seconded by Councilman Nesbitt to pass the second reading of an ordinance establishing regulations relating to cats. 5 Ayes; Nayes, Plan and Berg. Moved by Councilman Werner, seconded by Councilman Bond to pass a third and final reading of Ordinance No. 177 restricting the placement of garbage containers by alleys or curb sides. 7 Ayes; Nayes, None. n Moved by Councilman Plan, seconded by Councilman Berg to pass the third reading of an Ordinance No. 178, amending Section 9.83 of the City Code dealing with junk cars, furniture, household appliances and miscellaneous items stored on public or private property. 7 Ayes; Nayes, None. Moved by Councilman W~rner, seconded by Councilman Bond to pass the third and final reading of Ordinance No. 179 amending Chapter 3 of the City Code dealing with the serving of the nonintoxicating malt liquor. 7 Ayes; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Plan to approve the first amendment to redevelopment contract between the City of Hastings and Master Incorporated. The impact of this amendment is to change the requirement that the project be 65% complete before disbursement of the tax increment bond proceeds or the HRA purchase price proceeds to require only 60% completion. 7 Ayes; Nayes, None. Moved by Councilman Werner, seconded by Councilman Plan to set a public hearing for the June 3, 1985 regular City Council meeting to consider the sale of 33 feet of City land to Mr. & Mrs. William Helwig. 7 Ayes; Nayes, None. o Moved by Councilman Nesbitt, seconded by Councilman Werner to adopt Resolution No. 53-85 appointing a responsible authority and assigning duties for Minnesota Government Data Practices Act. 7 Ayes; Nayes, None. Copy of resolution on file. The Mayor appointed a Committee to discuss the proposal of Larry and Linda Brown who are in process of formulating plans for a water slide facility in Hastings. The Mayor appointed Marty McNamara, Parks and Recreation Director; Andy Endres, Water Superintendent, Chairman of the Councils Safety Committee, Chairman of the Councils Planning Committee, Chairman of the Councils Operations Committee, a representative from the Lake Rebecca task force, and Legal Counsel. Moved by Councilman Werner, seconded by Councilman Berg to accept the resignation, effective immediately, of Scott Meinhart from the volunteer fire department. The Council expresses its thanks and appreciation to Mr. Meinhart for his services. 7 Ayes; Nayes, None. Moved by Councilman Nesbitt, seconded by Councilman Plan to have the Council and the Staff develop a set of parameters with provisions for site location and funding. Library Board Chairman Richard Graham, Councilman Tom Nesbitt, Councilman Theola Plan, a member of the County Planning Board, a member of the County Library Board will be included in discussion to identify these parameters. 6 Ayes; Nayes, Werner. o Moved by Councilman Kulzer, seconded by Councilman Plan to authorize the survey of land for appraisal purposes for property which is surplus farm land at the Minnesota Vet~ra:ns Home.
