<br />TlY2 City Cou ncil of the City of Hastings, Minnesota met in a
<br />regular meeting on funday, September 16,1985 at 7:30 p.m. in the Council
<br />Chambers of the City Hall.
<br />
<br />Members Present: Councilrnernber Berg, Werner, Kulzer, Bond,
<br />Trautmann, Plan, Mathiowetz and Mayor Stoffel.

<br />Members Absent: Councilrnernber Nesbitt.

<br />The Mayor called for additions or corrections to the minutes of the
<br />meeting of the September 3, 1985 and hearing none declared the minutes
<br />approved as presented.
<br />
<br />The Mayor declared the Public Hearing open at 7: 31 p.m to hear PUBLIC HFARING-
<br />and pass on all objections, written or oral, if any, to the proposed 1985 STREEr &
<br />assessments for the improvements for the 1985 Street and Utility UTILITY ASSESS-
<br />construction. Jim Kleinschmidt, the City Engineer, explained the MENT
<br />assessments as to areas benefitted, total cost, City costs,
<br />benefitted assessments, and individual projects. The Mayor asked
<br />if anyone wished to speak on the issue, no one wished to speak
<br />on the matter. The Mayor declared the public hearing closed at
<br />7:45 p.m.

<br />The Mayor declared the Public Hearing open at 7:45 p.m. to
<br />consider amending Section 10.01 Subdivision 1 of the City Code
<br />rezoning Valley Manor and Valley Manor Second Addition fram R2 &R3
<br />to R4. The Mayor asked if anyone wished to speak on the issue,
<br />no one wished to do so. The Mayor declared the public hearing
<br />closed at 7:46 p.m.

<br />Moved by Councilmember Berg, seconded by Councilrnember Kulzer
<br />to pass the 3rd and final reading of Ordinance No. 186, amending
<br />Section 1 0 . 01 , Subdivision 1 of the City Code rezoning Block 1, Lot
<br />9 of Olson's Addition from R2 to Agricultural. 7 Ayes; Nayes, None.

<br />fuved by Councilmember Mathiowetz, seconded by Councilrnember
<br />Trautmann to pass the 3rd and final reading of Ordinance No. 187
<br />amending Section 10.01, Subdivision 1 of the City Code rezoning
<br />Valley Manor and Valley Manor 2nd Addition from R2 and R3 to R4.

<br />fuved by Councilmember Plan, seconded by Councilrnernber Kulzer
<br />to approve the Horne Occupation Permit at 1800 Brittany Road for
<br />Jerry McGuffee to allow sign painting to be conducted in his
<br />basement. This approval is subject to the conditions as stated
<br />by the Planning Corrmission. 7 Ayes; Nayes, None.

<br />Moved by Councilrnember Bond, seconded by Councilrnernber Werner
<br />to adopt Resolution No. 87-85 requesting funding up to a maximum of
<br />$4,579.00 from Dakota County for the City's 1985 Compost Program.

<br />fuved by Councilrnernber Trautmann, seconded by Councilrnember
<br />Werner to approve the following improvements at the quoted costs
<br />for the Parks Garage at 11th and Pine. The money for these
<br />improvements would be taken from the sale of excess land to the
<br />School District and the rent of the building to Regan.
