<br />110 <br /> <br />Hastings, Minnesota <br />Janua~ 21, 1986 <br /> <br />The City Council of the City of Hastings, Minnesota net in a regular <br />meeting on Tuesday, January 21, 1986 at 7:30 p.m. in the Council Chant>ers <br />of the City Hall. <br /> <br />Menbers Present: Council.ment>er Berg, Werner, Kulzer, Bond, Trautmann, <br />Nesbitt, Plan, Mathiowetz and Mayor Stoffel. <br /> <br />Menbers Absent: None. <br /> <br />The Mayor called for additions or corrections to the minutes of the meeting of <br />January 6, 1986 and hearing none declared the minutes approved as presented. <br /> <br />I <br /> <br />The Mayor declared the Public Hearing open at 7:31 p.m. to <br />coosider amending Chapter 3 as it relates to liability insurance <br />requirements for beer, wine and liquor licensees. '!be Mayor asked <br />if anyone wished to speak 00 the issue; no one wished to do so. <br />'!be Mayor closed the public hearing at 7 :32 p.m. <br /> <br />The Mayor declared the Public Hearing open at 7 :33 p.m. to <br />coosider amending the City Ordinance establishing regulations for <br />the use of explosives within the City limits. '!be Mayor asked if <br />anyone wished to speak on the issue; no one wished to do so. The <br />Mayor closed the public hearing at 7 :34 p.m. <br /> <br />Moved by Council.IneniJer Berg, seconded by Counci1merrber <br />Traubnann to approve the site plan for a four plex on Lot 3, Block <br />1 of Whispering Meadows subject to cklditional information being <br />provided at the lighting arrangements and subject to a performance <br />bond or cash escrow being sutmitted pursuant to Section 10.24 of <br />the Zoning Ordinance. 7 Ayes; Nayes, Kulzer. <br /> <br />Moved by CouncilmeniJer Mathiowetz, seconded by Counci1meIrber <br />Berg to recoosider the action taken at the January 6, 1986 Council <br />meeting regarding the parking variance at 1317 Vermillion Street. <br />8 Ayes; Nayes, None. <br /> <br />I' <br /> <br />Moved by Councilrnerrber Berg, seconded by Counci1meIrber Werner <br />to approve the parking variance at 1317 Vermillion Street for Fair <br />Book and Stationary provided that no more than 5,760 net usable floor <br />area is utilized on the site in adherence to the following provisions: <br /> <br />1. That special comitions and circlDlBtances exist which are <br />peculiar to the land, structures, or buildings involved in <br />which are not applicable to other lands, structures, or <br />buildings in the same district. <br /> <br />2. That literal interpretation of the City Code would deprive <br />the applicant of rights camoonly enjoyed by other properties <br />in the same district under the terns of Chapter 10. <br /> <br />3. That special conditions and circlDlBtances do not result fran <br />the actions of the applicant. <br /> <br />4.
