<br />Hastings, Minnesota <br />July 21, 1986 <br /> <br />16 <br /> <br />The City Council of the City of Hastings, Minnesota met in a regular meeting <br />on Monday, July 21, 1986 at 7:30 p.m. in the Council Chambers of the City Hall. <br /> <br />Members Present: Councilmember Berg, Kulzer, Bond, Trautmann, Nesbitt, <br />Plan and Mayor Stoffel. <br /> <br />Members Absent: Councilmember Werner. <br /> <br />The Mayor called for additions or corrections to the minutes of the meeting <br />of July 7, 1986 and hearing none declared the minutes approved as presented. <br /> <br />-- <br /> <br />The Mayor declared the Public Hearing open at 7:31 p.m. to consider <br />amending various sections of the Charter as submitted by the Charter <br />Cormnission. The Mayor asked if anyone wished to speak on the issue, <br />no one wished to do so. The Mayor closed the public hearing at 7:32p.m. <br /> <br />The Mayor declared the Public Hearing open at 7:32 p.m. to consider <br />a Zoning Ordinance amending zoning the Malcolm Avenue Properties (Sunny <br />Acres Plat) to an R-2 Zoning District. The Mayor asked if anyone wished <br />to speak on the matter, no one wished to do so. The Mayor closed the <br />public hearing at 7:33 p.m. <br /> <br />The Mayor declared the Public Hearing open at 7:33 p.m. to consider <br />Amending Section 2.42, Subdivision 2 of the City Code having to do with <br />the composition of the Natural Resource and Recreation Commission. The <br />Mayor asked if anyone wished to speak on the issue, no one wished to do <br />The Mayor closed the public hearing at 7:34 p.m. <br /> <br />The Mayor declared the Public Hearing open at 7:34 p.m. to consider <br />Amending Section 2.61 of the City Code adding additional restrictions <br />regarding the electronic transfer of funds. The Mayor asked if anyone <br />wished to speak on the issue, no one wished to do so. The Mayor asked if anyone wished to speak on NORTH FRONTAGE <br />the issue, no one wished to do so. The Mayor closed the public hearing ROAD <br />at 7:36 p.m. <br /> <br />Moved by Councilmember Plan, seconded by Councilmember Nesbitt to <br />pass the 2nd Reading of an Ordinance Amending Section 10.01, Subdivision <br />1 of the City Code having to do with zoning the Sunny Acres Plat as R-2 <br />Medium Density Residential. 6 Ayes; Nayes, None. <br /> <br />2ND READING- <br />ZONING MALCOIM <br />AVENUE <br />PROPERTIES <br /> <br />Moved by Councilmember Berg, seconded by Councilmember Nesbitt to MINOR SUBDIVISIOI <br />approve the minor subdivision for Lot 2, Block 1 of Westview 2nd Mdi tion -WESTVIEW 2ND <br />-Hertogs Fluegel, Sieben, Poke, Jones and IaVerdiere/IBI, Inc., per the ADDITION-HERTOGS <br />Planning Cormnission recorrrnendations, that the minor subdivision be FLUffiEL, JONES <br />approved subject to the Declaration of a Minor Subdivision being recorded ET AL/IBI, INC. <br />against the property which includes a clause pertaining to the <br />Westview 2nd Addition being replatted at a later date by IBI Incorporated. <br />6 Ayes; Nayes, None. <br /> <br />Moved by Councilmember Bond, seconded by Councilmember Trautmann to <br />approve the final plat for Highland Hills 3rd Addition subject to the <br />Planning Commissions recommendation as follows: <br /> <br />That the Mayor and City Administrator be authorized to enter into <br />a developers agreement to take into consideration, but not limited to, <br />those items of concern which were brought forward during the preliminary <br />plat and final plat review process. The developnent agreement is to <br />include provisions for the payment of park-land costs, interceptor sewer <br />charges, the improvement by the developer of the Out-lots (walkways) etc. <br />6 Ayes; Nayes, None. <br /> <br />Moved by Councilmember Trautmann, seconded by Councilmember Plan to <br />pass the 1st Reading of an Ordinance Amending Section 10.13, Subdivision <br />2 and Section 10.02, Subdivision 11 of the City Code having to do with <br />Home Occupation Permits and setting a Public Hearing for the August 4, <br />1 986 regular City Council meeting. 6 Ayes; Nayes, None. <br /> <br />FINAL PLAT-HIGH- <br />LAND HILLS 3RD <br />ADDITION <br /> <br />1 ST READING- <br />Ha.1E OCCUPATION <br />PERMITS-R3 ZONE <br />
