<br />Hastings, Minnesota <br />City Council Minutes <br />December 5, 2005 <br /> <br />The City Council of the City of Hastings, Minnesota met in a regular meeting on <br />Monday, December 5, 2005 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 <br />East 4th Street, Hastings, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Werner, Councilmembers Alongi, Hazlet, Hicks, <br />Moratzka, Riveness, and Schultz <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Members Present: <br /> <br />City Administrator David Osberg <br />City Attorney Shawn Moynihan <br />Planning Director John Hinzman <br />Finance Director Char Stark <br /> <br />Approval of Minutes: <br />Mayor Werner asked if there were any corrections or additions to the minutes of the <br />regular meeting of Monday, November 21,2005 or the Council/Staff retreat on November 18 & <br />19,2005. Hearing none, the minutes were approved as presented. <br /> <br />Consent Agenda <br />Moved by Councilmember Hicks, seconded by Councilmember Riveness to approve the <br />Consent Agenda as presented. <br /> <br />! <br /> <br />1. Pay Estimate #3-Public Works Salt Shed: Ebert Construction ($94,905.00) <br />7. Resolution-Approve 2006 CDBG Budget <br />8. Authorize Release of Vermillion Street Request for Proposals <br />9. Approve 2005/2006 Seasonal Park Wages <br />7 Ayes, Nays, None. <br />Copy of resolutions on file. <br /> <br />Public Hearing-Truth in Taxation: 2006 Budget <br />Mayor Werner opened the public hearing at 7:01 p.m. <br />City Administrator Osberg provided a brief background of the proposed 2006 budget, <br />noting that the preliminary levy adopted by the Council in September suggested a 3% increase in <br />the tax rate. The budget as amended actually results in a 0% increase in the tax rate. Osberg <br />noted that the Council will be asked to formally consider the budget at its December 19 Council <br />meeting, and that the action tonight is to allow the public to comment on the proposed budget. <br />Tony Nelson, 1220 Hillside Court, stated that in his opinion, in the last several years, <br />increases in his taxes have not corresponded with an equal increase in the City services that he <br />receives. <br />Hearing no further comments, Mayor Werner closed the public hearing at 7:21 p.m. <br /> <br />Public Hearing--Ordinance Amendment #2005-72: Public Institution Uses <br />Mayor Werner opened the public hearing at 7:22 p.m. <br />
