Hastings Planning Commission <br />Minutes of July 28, 1997 <br /> <br />Commissioner Schommer opened the meeting at 7:00 p.m. <br /> <br />Commissioners Present: <br /> <br />Schommer, Harrington, Flom, Bolesworth, Strauss, Donndelinger <br />and Schultz. <br /> <br />Staff Present: <br /> <br />Community Development Director Wozniak. <br /> <br />Minutes: <br /> <br />Commissioner Schommer called for corrections or changes to the July 14, 1997 meeting minutes. <br />There being no changes or corrections the meeting minutes were approved. <br /> <br />Public Hearing: Old Mill Addition - Preliminary/Final Plat & PRD Plan: <br /> <br />Wozniak presented background information regarding this item to the Commission. <br />Commissioner Schommer opened the public hearing at 7:20 p.m. The following comments were <br />made: <br /> <br />Ken Klein of 1500 Bailey Street asked a question related to a portion of 15th St. Right-of- <br />Way which was unrelated to the project. <br />Vern Timmer of 1517 Tyler Street - asked if an EAW would be required for the project <br />and stated that the City should acquire the property to expand its park holdings. <br />Herman Fasbender (applicant) explained his role and interest in developing the property. <br />Jim Lewanski of 1575 King Midas Lane asked questions about the design of public <br />improvements proposed for King Midas Lane and described the unique plant materials <br />present on the subject property. <br />Kevin Pomerenke of 1601 King Midas Lane also asked question about the design of public <br />improvement proposed for King Midas Lane and expressed concerns about vandalism in <br />Old Mill Park moving onto the Old Mill Addition property if a public trail or boardwalk is <br />built along the river. <br /> <br />Following considerable discussion regarding the proposed subdivision Commissioner Strauss <br />moved and Commissioner Schultz made a second to recommend approval to the Hastings City <br />Council of the Old Mill Addition Preliminary/Final Plat & PRD Plan subject to the following <br />conditions: <br /> <br />Dedication of public land to be platted as an Outlot for purposes of developing a <br />pedestrian trail and/or boardwalk along the Vermillion River. The configuration of said <br />outlot shall be determined based upon recommendations of Public Works Director <br />Montgomery and Park & Recreation Director McNamara and shall be reflected on hard <br />shell copies of the plat submitted to the City for signatures. <br /> <br /> <br />
