11. That the applicants and the City will agree to conditions of a land trade for Outlot A in a <br /> development agreement, after the City has held a Public Hearing to determine if the pleasant <br /> valley ponding basing land should be disposed of. <br />12. That the City will not sign the hardshells for the final plat unless the Pleasant Valley Ponding <br /> basin land is approved to be disposed of by the City Council. <br />13. That the Developer shall agree to conditions for excavation of the ponding basin in the <br /> development agreement. <br />14. The developer shall plant one "boulevard" tree and one front yard tree per lot. These trees shall <br /> be at least two inches in diameter at the base and the species of the tree should be on the list of <br /> approved trees Created by the city Forester. An escrow is required for any unplanted trees before <br /> a certificate of occupancy is issued for any unit without trees is allowed. <br />15. That the City shall work with the developer to place a reasonable conservation easement over the <br /> rear of the lots 1-6, Block 1. <br />16. The Developer shall enter into a development agreement with the City of Hastings Documenting <br /> conditions of approval for Featherstone Ridge. The Development agreement shall be signed prior <br /> to the City releasing the final plat hard shells. <br /> <br />Upon vote taken, Ayes, 4; Nays, 2. Motion Carried. <br /> <br />6. Heritage Preservation Sites <br /> <br />HRA Director, John Grossman presented background information on this subject. <br /> <br />Planning Commission Action: <br /> <br />Commissioner Anderson made a motion and Commissioner Flom made a second to recommend <br />approval to City Council to approve the Historic Preservation sites finding they did conflict with <br />zoning or comprehensive plan requirements. <br /> <br />Upon vote taken, Ayes,6; Nays, 0. Motion Carried. <br /> <br />7 Updates and Other Business: <br /> <br />none <br /> <br />Adjournment: <br /> <br />There being no further business the meeting was adjourned at 8:05 pm <br /> <br />Planning Commission Workshop - Shoreland Revisions <br /> <br />The Planning Commission discussed the proposed overlay shoreland district and the proposed shoreland <br />ordinance revisions. <br /> <br /> <br />
