<br />Minutes of the Regular Meeting of June 18,2002 <br /> <br />Page 2 of3 <br /> <br />Public Hearing-Preliminary Plat: Hidden lane Addition (Whispering Drive & Pleasant <br />Drive) <br />Mayor Werner opened the Public Hearing at 7:02 p.m. Planning Director Hinzman stated <br />that approval of the preliminary plat with the eight conditions listed in the Planner's report is <br />requested, with clarification of conditions #6 and #7. Hearing no further comments, Mayor <br />Werner closed the public hearing at 7:05 p.m. <br /> <br />Preliminary Plat: Hidden Lane Addition (Whispering Drive & Pleasant Drive) <br />Moved by Councilmember Hicks, seconded by Councilmember Riveness to approve the <br />preliminary plat as presented. <br />6 Ayes; Nays, none. <br /> <br />MnDOT Presentation-Request for Approval of Reforestation Plan for Highway 55 <br />Parks & Recreation Director McNamara presented background on the proposal to install <br />reforestation along Highway 55 from Highway 61 to Jacob Avenue. Scott Robinson and Leslie <br />Vermillion from MnDOT and Kevin Smith, City Forester, described the proposal and stated that <br />as part of the reforestation project, the City would be responsible for maintenance. Annual <br />maintenance is estimated to be approximately $5,000. <br />Moved by Councilmember Hazlet, seconded by Councilmember Riveness to approve the <br />concept project. Staff directed to come back to the Council for formal approval once the contract <br />from MnDOT is received. <br />6 Ayes; Nays, none. <br /> <br />Parks & Recreation Director McNamara stated that the City has received the designation as Tree <br />City USA for the 6th straight year. McNamara recognized City Forester Smith and Master <br />Gardener Sherry Akins for their work on the City's parks and tree programs. <br /> <br />Presentation by Excel Energy-Vandalism to Vermillion Falls Trail Light Poles <br />Colette Jurek of Excel Energy stated that 22 light poles have been replaced along the <br />Vermillion Falls Trail since 1998 at a cost of approximately $25,000. Although increased <br />patrolling has been done in this area, vandalism has not decreased. Jurek stated that due to the <br />cost involved, the City would now be responsible for the cost of replacing future vandalized light <br />poles along this trail. The current light poles are fiberglass; replacement poles can be either <br />aluminum, fiberglass, or wood. <br />Moved by Councilmember Moratzka, seconded by Councilmember Schultz to order <br />replacement poles in aluminum. Staff was also directed to evaluate ways in which the Tipster <br />Program can be promoted in an effort to reduce vandalism. <br />6 Ayes; Nays, none. <br /> <br />First Reading/Schedule Public Hearing-Amend City Code Chapter 9.84 <br />City Administrator Osberg stated that the Chamber of Commerce has revised its request to <br />amend the City Code to permit alcohol in City parks between the hours of 6:00 p.m. and 8:00 a.m. <br />during Rivertown Days. The requested action is for the City to donate approximately $6,000 to <br />pay for security and port-a-Iet costs. <br />Moved by Councilmember Riveness, seconded by Councilmember Moratzka to approve <br />the request as amended. <br />6 Ayes; Nays, none. <br />
