VIII-B-1-B <br /> Memo <br /> To: Mayor Werner and City Council <br /> From: Matthew Weiland, City Planner <br /> Date: August 14th, 2000 <br /> Subject: Site Plan - Guardian Angels Block <br /> The site plan approval of this project was tabled at the 8/7/00 City Council meeting. Action <br /> was tabled in order to allow City staff time to gather more information regarding street <br /> and utility improvements related to this project. <br /> Guardian Angels Project <br /> Sherman and Associates, private developers, have requested site plan approval for a mixed use <br /> redevelopment project of the Guardian Angels Block. The proposed project is a redevelopment <br /> and infill mixed use project located near the City's historic downtown and river front area that <br /> will intensify an existing land use. The project will be a mixture of redevelopment and historic <br /> preservation of an existing historic church, rectory and three story school building as well as new <br /> construction of affordable rental townhomes. <br /> This project fulfills many goals for the City of Hastings Comprehensive Plan, including the <br /> following: <br /> 1. This project provides historic preservation of existing buildings <br /> through adaptive re-use of the buildings. <br /> 2. This project intensifies the land use of an existing developed <br /> property by creating more and varied housing units in the <br /> downtown area where parks, shopping and jobs are within an easy <br /> walk. <br /> 3. This project provides affordable housing in mixture of housing <br /> types designed appropriately to blend in well with the <br /> neighborhood. <br /> 4. This project is a redevelopment infill project that would take <br /> advantage of existing infrastructure <br /> This project is a redevelopment infill project that would include a mixture of four different uses. <br /> All of these uses are appropriate for the site and compliment each other. The project would <br /> include affordable housing, an affordable day care center, a battered women shelter, and in the <br /> 1 <br />
