Minutes of the Regular City Council Meeting of September 5 2000 Page 3 of 4 <br /> Resolution No. 9-3-00-Minor Subdivision & Variance- 1516 Ramsey Street <br /> Moved by Councilmember Johnson, seconded by Councilmember Yandrasits, to approve a <br /> variance for 1516 Ramsey Street. <br /> 7 Ayes; Nays, None <br /> Moved by Councilmember Yandrasits, seconded by Councilmember Johnson, to approve the <br /> Minor Subdivision for 1516 Ramsey Street. <br /> 7 Ayes;Nays,None <br /> Special Use Permit-Tiller Corporation (Barton Sand and Gravel) County Rd 54 Mining <br /> Operation <br /> Matt Weiland stated that the Council is being requested to renew the soil processing special use <br /> permit for Barton Sand& Gravel subject to the conditions listed in the Planners Report of August 30, <br /> 2000. Weiland stated that additional conditions have been added as a result of the comments heard <br /> through the City-ordered Environmental Assessment Worksheet process. Weiland also stated that this <br /> permit would be in effect through December 2000 and Barton Sand& Gravel would need to apply for <br /> a new permit for the 2001 year. <br /> Councilmember Moratzka inquired as to who would monitor the condition as outlined and <br /> approved by the Council. Weiland stated that this is an annual permit and compliance with the <br /> conditions will be evaluated on an annual basis. <br /> Moratzka also inquired as to whether the $75,000 bond required by the City is adequate for <br /> clean-up should that be needed. Weiland stated that the amount required by the City is enough to <br /> reclaim each phase of the project as needed. <br /> Moved by Councilmember Riveness, seconded by Councilmember Yandrasits,to approve the <br /> special use permit for Tiller Corporation (Barton Sand& Gravel) County Road 54 mining operation <br /> with the conditions as presented in the August 30, 2000 City Planners report. <br /> 7 Ayes; Nays,None <br /> Site Plan-Park Place Storage <br /> Moved by Councilmember Johnson,seconded by Councilmember Riveness,to approve the site <br /> plan for Park Place Storage. <br /> 7 Ayes;Nays,None <br /> Site Plan-Hastings Civic Arena Locker Room Addition <br /> Councilmember Moratzka stated that she wanted clarification that all costs will be born by <br /> others, not the City, and the City will be held harmless for construction and other items. <br /> Councilmember Moratzka also added a friendly amendment that the agreement for payment be <br /> signed before a Certificate of Occupancy is issued. <br /> Moved by Councilmember Hicks, seconded by Councilmember Riveness, to approve the site <br /> plan for Hastings Civic Arena Locker Room Addition with the friendly amendment. <br /> 7 Ayes;Nays, None <br /> Exempt Employee Compensatory Time Policy <br /> City Administrator Osberg recommended approval of a Compensatory Time/Overtime Policy <br /> for all exempt employees. He stated that each position has been analyzed for exempt/non-exempt status <br /> and he is recommending a uniform policy for all positions as outlined in his August 31, 2000 memo. <br />
