<br />r- <br /> <br />Hastings, Minnesota <br />July 24,2001 <br /> <br />The City Council of the City of Hastings met in a special meeting on Tuesday <br />July 24,2001 at 7:00 p.m. in the Volunteer Room at the Hastings City Hall, 101 East 4th <br />Street. <br /> <br />Members Present: Acting Mayor Hicks, Councilmembers Riveness, Moratzka, <br />Yandrasits, Hazlet and Schultz. <br /> <br />Members Absent: Mayor Werner <br /> <br />Staff Members Present: <br /> <br />Planning Director Matt Weiland; <br />Public Works Director Tom Montgomery; <br />Finance Director Lori Webster; <br />Parks and Recreation Director Marty McNamara; and <br />City Administrator Dave Osberg <br /> <br />Acting Mayor Hicks Called the meeting to Order at 7: 1 0 p.m. <br /> <br />Add Item to the Agenda: Accept Proposal, Mead and Hunt, Hydropower Plant <br />Flood Mitigation Design <br />Moved by Acting Mayor Hicks, seconded by Councilmember Moratzka, to add to <br />the agenda of the special meeting, consideration of the proposal by Mead and Hunt to <br />design and manage the flood mitigation project at the Hydropower Plant. <br /> <br />6 Ayes; Nays, none. <br /> <br />Accept Proposal, Mead and Hunt, Hydropower Plant Flood Mitigation Design <br />Moved by Councilmember Hazlet, seconded by Councilmember Moratzka to <br />accept the Mead and Hunt proposal for engineering services for the Hydropower Plant <br />flood mitigation measures. <br /> <br />6 Ayes; Nays, none. <br /> <br />Council-Staff Goals and Action Plans <br />City Administrator Dave Osberg stated that the purpose of the meeting was to <br />establish and review action plans for each of the ten goals that were established in April, <br />2001 at the Council-Staff workshop. <br /> <br />The City Council and the City Staff discussed the proposed action plans for each <br />of the ten goals that were established during the Council-Staff workshop. The ten goals <br />are as follows: <br /> <br />1.) Develop a five-year growth, capital improvement, finance, and personnel plan. <br />2.) Improve communications with the public and within our Departments and <br />employees <br />3.) Develop a "Redevelopment Program" for the City, including the possible <br />relocation of some existing businesses. <br />4.) Implement the City's comprehensive plan and develop a process for possible <br />requests for "variances." <br />
